Job Duties

The Virginia Department of Education is the administrative agency for the commonwealth’s public schools and early childhood sites. VDOE works in partnership with Virginia’s 131 school divisions and 5500 early childhood sites to support and improve teaching and learning, set high expectations for all students, including children from birth to five, and promote student safety, well-being, and health.

The purpose of this position is to provide strategic direction and leadership for the analytics and technology team the Division of Early Childhood Care and Education.
This position will develop, implement, and manage data and technology systems that are essential to the operations of the Division of Early Childhood Care and Education, and Virginia’s statewide goal of supporting a unified birth-to-five early childhood system to ensure that all Virginia children have the opportunity to enter kindergarten ready.

Through management of a team of analysts and project managers, this position will support the ownership, security, and appropriate use of several complex data sets and technology systems. This position will lead the direction for analytic analyses and data products that support the strategic goals of the Division of Early Childhood Care and Education and the Commonwealth. Through an in-depth familiarity with all early childhood statewide databases and data systems, this position will develop a cohesive vision for data use that supports interoperability and ultimately results in expanded quality and access to early childhood programs. Finally, this position will support all efforts to publicly communicate data and analysis including but not limited to web portals, dashboards, data briefs and other formats.

Minimum Qualifications

•Ability to develop and implement a vision for supporting the development and coordination of complex data systems;
•Experience developing plans for building, analyzing and working with multiple datasets and databases that measure different elements at varying levels (i.e., child data, classroom data, statewide collections, etc.) in support of systemic continuous improvement;
•Demonstrated ability to project manage complex tasks and coordinate across diverse audiences and partners;
•Demonstrated ability to manage a team of analysts or other team members to coordinate and complete both routine and responsive analytic projects;
•Demonstrated ability direct the synthesis of large sets of data and to identify unique and meaningful insights for general and targeted audiences;
•Experience producing formal recommendations related to data coordination and data management to senior leaders;
•Experience working across many partners and contractors to both manage and co-design systems for data collection, storage, and analysis;
•Experience working with a variety of web-based technologies, including managing the design and field-facing support for various websites and data portals;
•Experience interpreting data analysis or data trends in an early childhood, education or public sector context; and
•Experience in establishing and/or supporting data governance, preferably in the public sector.
