Job Duties
The Virginia Department of Education offers 12 paid holidays, medical, dental, vision and life insurance, retirement plans (including 401a Cash Match and 457 Deferred Compensation Plan) as well as sick, family/personal, and annual leave.
This position will support the finance and grants operations and management for the Division of Early Childhood Care and Education. This position is responsible for developing and overseeing the implementation of the procedures and operational protocols necessary to complete all duties in the areas of grants management, administration, fiscal monitoring and reporting, and budget management. Responsible for monitoring the effective and appropriate use of funds and completion of essential responsibilities by tracking, monitoring and managing established processes and providing leadership to the Early Childhood Grants and Finance team. This position will collaborate closely with fiscal and budget leaders within the VDOE and partner agencies. This position will manage the fiscal operations of various federal and state funded programs, all of which are essential to the operation of Virginia's birth-to-five landscape.
This is a RESTRICTED POSITION which is solely funded by federal funds. The availability of funding is scheduled for review regularly. Employment is contingent on the continued availability of federal funds.
Minimum Qualifications
Extensive knowledge of state and federal policies and guidelines related to finance and grants, with a preference for federal block grant experience.
Experience in developing, implementing, and monitoring execution of operational procedures to support efficiency in fiscal management and reporting,
Demonstrated knowledge of the administrative principles, practices, procedures, and techniques used to prepare execute and administer comprehensive federal grant programs.
Considerable knowledge of policies and procedures related to grants management, monitoring, and data analysis.
Experience requiring the performance of managing a variety of duties associated with the administrative activities of an executive office, including supporting management of direct reports.
Strong attention to detail, strong organization and financial management skills, ability to think and problem solve creatively, excellent communication and interpersonal skills with the ability to establish and maintain effective working relationships.
Administrative/management skills in program management; advanced skills in Word, Excel, and PowerPoint; problem-solving skills to address complex programmatic and financial issues.
Additional Considerations
Demonstrated knowledge in business, finance, education or related area preferred.
Experience in administration of contracts, funding, budgets, program design, report preparation, monitoring, and problem solving.
