Job Duties
The Virginia Department of Emergency Management is seeking qualified candidates for the position of Deputy Regional Support Division Director. The Deputy Regional Support Division Director will serve in the Field Operations Bureau under the Regional Support Division Director.
The Deputy Regional Support Division Director will be responsible for overseeing and managing all programmatic, fiscal, personnel, and operational activities within assigned VDEM regions. The role ensures the effective delivery of a comprehensive, public safety-driven emergency preparedness program for localities and key stakeholders. The incumbent in this role will have the responsibility for the success and effectiveness of all assigned programs. The position involves coordinating the integration of activities across divisions to ensure alignment with the agency's mission and the Commonwealth's emergency management system.
The Deputy Regional Support Division Director plays a crucial part in relationship management during major regional events, working closely with external stakeholders, including state agencies and local officials. The position requires frequent field presence to ensure clarity in processes, policies, and procedures, while also gathering feedback from the field. The incumbent in this position will also be responsible for maintaining strong relationships between VDEM's field operations and headquarters.
All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the Employee Work Profile.
Minimum Qualifications
- Demonstrated ability managing multiple, simultaneous projects both short and long term.
- Expertise in recommending solutions to a wide range of emergency services challenges.
- Skilled in strategic planning, including development of plans, project scopes and project
requirements.
- Ability to lead in a dynamic environment, including leading through emergency scenarios.
- Comprehensive knowledge of the types of emergency services needed in both natural and human-caused disasters, along with the technical and administrative aspects of providing such services, including the principles, practices, procedures, and techniques of planning for and implementing required emergency services.
- Working knowledge of the budgeting process and preparing budgets.
- Knowledge of principles of program management and supervision.
- Demonstrated ability to perform a variety of analyses in the area of specialty.
- Skilled in observing and accurately assessing potential emergency situations.
- Effective communicator, both orally and in writing, with staff, public officials, and the general public; with the ability to direct others' work.
- Experience leading multi-functional or multi-discipline teams.
- Experience leading in an emergency management or non-profit response operation.
- Must possess a satisfactory driving record and a valid driver’s license.
Additional Considerations
- Previous experience in a local or state emergency management.
- Experience in emergency management, public administration, management and planning or Emergency Management certifications.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range.
