Job Duties

Effectively manages the RESEA program, which provides reemployment services to UI claimants and incorporates proven interventions or service delivery strategies to reduce the average number of weeks participants receive benefits in accordance with DOL and agency requirements; ensures customers receive appropriate case management, training, and intensive career services to support reemployment; coordinates program evaluations related to services to UI claimants; provides supervision, oversight and technical assistance to staff who provide workforce services to employers and job seekers related to the
RESEA program and WOIA; manages and monitors RESEA funds, ensuring timely preparation of funding requests, appropriate management of expenditures, and adequate monitoring; ensures an adequate training program is established to meet staffing and client needs; serves as a strategic partner, conduct quality assurance reviews; makes recommendations to streamline and enhance program operations; develops and oversees implementation of policies and procedures; and offers effective strategies to enhance program performance.

Minimum Qualifications

• Comprehensive knowledge of related service delivery models; research and statistical methodologies; social and vocational case management principles; and available community resources.
• Strong interpersonal, decision making, financial and grants management, oral and written communication, and computer skills (including use of Microsoft Office Professional).
• Ability to effectively manage staff, administrative requirements, and complex programs; develop and implement policies and procedures; maintain strong relationships with various parties; collect, analyze and report data; evaluate performance, recommend strategies to enhance performance, and initiate change; prepare plans and reports; make presentations; and serve as a technical resource.
• Must have and maintain a valid driver's license; some statewide travel, occasionally overnight, may be required.

Additional Considerations

• Knowledge of UI eligibility requirements.
• Comprehensive knowledge of Employment Security, to include the Virginia Unemployment Compensation Act, Wagner-Peyser Act, and WIOA;
• Progressively responsible experience managing job service programs and supervising technical staff.
• Credentials in workforce development (CWDP, WPDP, etc.).
