Operating entirely on revenue from game sales, rather than tax dollars, the Virginia Lottery generates more than $2.0 million per day for Virginia's K-12 public schools. The Virginia Lottery also licenses and regulates casino gaming and mobile sports betting.
The Virginia Lottery, an independent state agency, is currently seeking a Licensing Investigator to join its Gaming Compliance Department.
The Licensing Investigator will:
• Exam, evaluate, and investigate applicants to provide assurance that applicants meet suitability requirements for initial and renewal of gaming permits, license, or registration as established by law and regulations for the Commonwealth of Virginia.
• Conduct compliance investigations for sports wagering operators and participants to provide assurance that sports wagering gaming activity adheres to the Commonwealth of Virginia’s established laws and regulations.
• Examine confidential information and documents to compile information for investigations.
• Establish proficiency as an end user of the agency’s case management system and database resources.
• Investigate reported infractions and complaints related to gaming regulatory violations.
• Conduct compliance inspections and testing of established internal controls to ensure the integrity and reliability of operating systems and procedures.
• Prepare detailed reports, charts, graphs and other relevant material for use in presentations to management and leadership and other authorized personnel.
• Prepare documents and accumulate evidence to support investigative findings and written recommendations.
• Perform tasks and duties assigned by superiors.
• Testify at administrative hearings and court proceedings as required.
• Establish and maintain successful working relationships with gaming officials and their representatives
Minimum Qualifications
• High School diploma or equivalent is required.
• Minimum of 4 years of investigative experience or regulatory work is required.
• Extensive knowledge of gaming laws and regulations of the Commonwealth and their application.
• Extensive knowledge and demonstrated experience with advanced investigative principles and techniques.
• Ability to multi-task while conducting complex investigations and working collaboratively with internal Virginia Lottery staff and individuals from external entities.
• Demonstrated ability to research, generate, analyze, and summarize data.
• Proficient in desktop applications (such as, but not limited to, Microsoft Word, Excel, Teams, and Outlook) as part of daily job responsibilities.
• Excellent communication (oral and written) skills.
• Demonstrated ability to work independently and as a team.
• Ability to maintain strict confidentiality of sensitive material.
• Knowledge of the principles, practices and procedures of business and public administration.
• Ability to present recommendations clearly and concisely.
• Ability to exercise judgment and discretion in applying gaming laws and regulations.
• Ability to communicate effectively with co-workers, staff of other agencies and the general public.
• Ability to effectively communicate verbally and in writing.
• Ability to effectively muti-task with competing and fluid priorities.
Additional Considerations
Prior experience conducting regulatory compliance duties in the sports wagering gaming industry,
Bachelor’s Degree from an accredited 4-year college or university in Criminal Justice or related field is preferred.
