The Division of Purchasing & Supply (DPS) is seeking a public procurement professional to serve as the eVA Business Manager. DPS facilitates and ensures that every public body in the Commonwealth is able to purchase the highest quality materials, equipment, supplies, printing, and non-professional services at a reasonable cost and ensures that all procurement procedures are made in conformity with the Code of Virginia.
As part of the DPS team, the eVA Business Manager would be responsible for the financial and contractual business management of the Commonwealth’s state-wide electronic procurement system and program (eVA), as well as for procurement and administration of contracts for the outsourced system.
Job duties include, but are not limited to:
- Managing a staff of Procurement Officers and Chair the eVA Executive Steering Committee.
- Conducting detailed analyses and developing reports with associated data to support recommendations for multiple business strategies – such as fee levels – needed to maintain the eVA program.
- Performing contract administration and negotiating complex contracts and contract modifications.
- Performing budgetary and financial functions such as budget development, budget tracking, and revenue forecasting.
- Instructing or providing support to other instructor(s) for assigned internal, agency or vendor professional workshops, forums and/or seminars.
- Keeping the DPS Deputy Director and Manager of the e-Procurement Bureau (eVA) up to date on all contract and e-procurement related policy and associated issues in advance of external interested parties.
This position is located in Richmond, Virginia and eligible for a hybrid telework schedule (telework up to 2 days/week) after the completion of a Telework Agreement.

Minimum Qualifications
- Considerable experience executing procurements using Requests for Proposals and Invitations for Bids.
- Extensive experience with automated procurement systems, e-commerce, and/or e-procurement and material management related operations.
- A thorough knowledge of public procurement policies, regulations, and procedures, including formation and administration of complex contracts.
- Experience performing data collection and developing business and financial models and forecasts using historical data and trends.
- Excellent communications skills resulting in positive, helpful and effective written and oral communications with user agencies, vendors, fellow employees, management, administration, and members of the legislature.
- Excellent problem-identification and problem-solving skills.
- Demonstrated ability to develop, interpret, implement, and apply policies.
- Excellent interpersonal skills, including the ability to foster and promote teamwork and the ability to motivate, mentor, and train others.
- Ability to function independently, successfully handle multiple priorities, and function effectively in a fast-paced and stressful environment across multiple divisions and bureaus.

Additional Considerations
- VCO or similar procurement certification (VCM, CPPB, or CPPO). Selected candidates who do not have a VCO certification will be required to attain one within their first year of employment.
- Experience with eVA.
- Supervisory experience as a middle level manager or equivalent experience as the leader of a team responsible for critical core business functions.
