Job Duties
The Lead Buyer performs and manages buying duties for all methods of procurement in compliance with state procurement laws and policies; supports small business initiatives and performs eVA transactions; and supervises the Senior Buyers. This position also provides procurement assistance to agency staff, promotes professional rapport with the vendor community, and recommends to the Procurement Director any internal/external process changes to promote continued process improvements and cost efficiencies.
They are also responsible for assisting with review of proposed tax credit program legislation and Guidelines, applications for approval of EISTCP foundations and NAP organizations, and EISTCP and NAP system administration in a backup capacity.
Minimum Qualifications
Extensive knowledge of state procurement laws and regulations, such as the Virginia Public Procurement Act (VPPA), the
Agency Procurement Surplus Property Manual (APSPM), Vendors Manual, and VITA's Published Procurement Policies and
Procedures.
·Understanding of technology, including automated procurement systems, e-commerce, and e-procurement.
·Knowledge of contract management and administration.
·Strong analytical and research skills to interpret statutory and regulatory requirements.
·Excellent communication skills, both oral and written.
·Proficiency in computer applications, including spreadsheets and word processing software.
·Effective training and presentation skills for delivering procurement-specific training.
·Ability to manage and oversee the entire procurement process for all procurement methods.
·Capability to establish and maintain effective working relationships with procurement staff, internal and external customers.
·Ability to provide procurement training, and guidance to internal and external customers.
·Competence in preparing and delivering training materials.
·Leadership and supervisory skills to manage procurement staff and ensure compliance with performance planning and
evaluation systems.
·Problem-solving abilities to address procurement complaints and take appropriate action.
·Adaptability to work independently and handle multiple tasks simultaneously.
·Commitment to promoting compliance with state procurement regulations and internal policies.
Additional Considerations
Graduation from an accredited college or university with a degree in Business or related field of study or a combination of professional training and experience.
·Extensive state procurement system experience.
·Virginia Contracting Officer (VCO) preferred.
