This position has a hybrid work schedule requiring a minimum of three days/week working in-person in the office in downtown Richmond, VA. The office is located at 101 North 14th St. Richmond, VA 23219.
The leadership team at the Department of Accounts (DOA) is seeking an experienced accounting professional to serve as the next Director of General Accounting.
DOA’s mission is to provide a uniform system of accounting, financial reporting, and internal control adequate to protect and account for the Commonwealth’s financial resources, while supporting and enhancing the recognition of Virginia as the best managed state in the union.
Job Duties
To plan, develop, manage, and direct the activities of the agency's General Accounting Unit which oversees the General Ledger of the State's Commonwealth Accounting and Reporting System Cardinal, maintains and enhances the Electronic Data Interchange (EDI) program, Financial Certification system, Universal Descriptor Table (UDT) system and any similar systems as required. Propose policies and procedures to ensure compliance with Federal and State laws and maintain data integrity and control. Ensures the Commonwealth's General Ledger is accurate and in balance and that, distributions are made timely and accurately. Appointed as Data Custodian over Cardinal data in the aforementioned duties. Responsible for protecting the data in their possession from unauthorized access, alteration, destruction, or usage.
Minimum Qualifications
• Comprehensive knowledge of and experience applying, GAAP, accounting practices and regulations.
• Experience developing policies and procedures that incorporate sound internal controls.
• Demonstrated ability to communicate effectively orally, and in writing; direct the analysis of complex financial data or transactions; and plan, organize and direct diverse accounting functions.
• Experience working in, and proven ability to fill a management role, in a complex financial or accounting operation.
• Experience successfully leading a team of accounting professionals.
• Experience evaluating and implementing business process improvements and risk management.
• Experience communicating key reporting metrics and other financial information to senior management and other stakeholders.
Additional Considerations
- This position has a hybrid work schedule with three days/week working in the office in downtown Richmond, VA.
- Certification in accounting/financial field preferred.
- Considerable knowledge of state and federal policies and procedures for accounting and reporting; financial and accounting systems and systems development cycle preferred.
- Experience relating to governmental accounting and Oracle PeopleSoft Financial applications (Cardinal or other) is preferred.
- Exposure to technological tools such as Tableau, Alteryx, UIPath, Power Automate, and Robotic Process Automation, etc., preferred.
- This is an essential position under the Continuity of Operations Plan and may be required to work in the event of an agency closing.
- Work shall be completed in a manner that complies with DOA’s Core Competencies as outlined in DOA's policy on Performance Management.
- This position requires the completion of the Statement of Economic Interests upon hire and annually thereafter.
