The Division of Purchasing & Supply (DPS) is seeking an experienced public procurement professional to serve as the Assistant Manager of Policy, Consulting, & Review bureau. DPS facilitates and ensures that every public body in the Commonwealth is able to purchase the highest quality materials, equipment, supplies, printing, and non-professional services at a reasonable cost and ensures that all procurement procedures are made in conformity with the Code of Virginia. 

As a leader of the Policy Consulting, & Review team, the Assistant Manager will be responsible for leading the Bureaus’ Legislation team, Policy Committee, and ensuring timely updates are made to the Agency Procurement and Surplus Property Manual and issuance of Procurement Information Memorandum. The Assistant Manager will directly supervise the Compliance Team, develop and implement new data tracking for Performance Management Reviews, and execute a rewrite of the APSPM.

Job duties include, but are not limited to: 

  • Leading and supervising the Compliance team.
  • Overseeing the review of proposed legislation and the drafting and submission of LAS/FIS documents.
  • Providing training, guidance, and recommendations to public body heads and senior management for improving procurement related operations.
  • Managing ongoing updates to the Agency Procurement and Surplus Property Manual.
  • Overseeing the review of High Risk Reviews.
  • Promoting utilization of the statewide electronic procurement system (eVA).
  • Ensure the Compliance team is providing training for agencies, as requested or in support of compliance actions.

This position is located in Richmond, Virginia and eligible for a hybrid telework schedule (telework up to 2 days/week) after the completion of a Telework Agreement.

Minimum Qualifications 

  • Extensive knowledge of federal, state, local procurement laws, regulations, and administration, organization, and management practices.
  • Knowledge of Virginia's legislative processes.
  • Considerable experience executing a variety of procurements.
  • Experience applying advanced procurement techniques, research, analysis, and quantitative measures.
  • Experience applying advanced procurement planning and logistics theories and techniques.
  • Experience guiding cross-functional teams and demonstrated strong leadership and team coordination skills.
  • Knowledge of automated procurement systems, e-commerce, e-procurement and material management related operations.
  • Demonstrated ability to develop and grow projects and programs in a professional setting.
  • Demonstrated ability to understand, interpret, draft, and apply current or proposed law, policy, or procedures.
  • Demonstrated skill and ability to operate in an independent manner to achieve objectives as a team leader for improvements in efficiency and effectiveness in procurement, logistics, and material management.
  • Excellent oral and written communication skills.

Additional Considerations 

  • Virginia Contracting Associate (VCA) or Virginia Contracting Officer (VCO) certification. Candidates who do not have a VCO certification will be required to attain one within their first year of employment.
  • Virginia Contracting Master (VCM), Certified Public Purchasing Officer (CPPO), Certified Public Purchasing Buyer (CPPB) certification.
  • Experience with eVA procurement.
