Job Duties

The Virginia Information Technologies Agency (VITA) is seeking a Commercial Contract Management Manager. This key position optimizes VITA's investment in the Multi-Servicing Integrator (MSI) model to deliver IT infrastructure services in a manner that protects and manages risk, maximizes contract value and ensures alignment with VITA's supplier and service strategies.

The Manager of Commercial Contract Management is responsible for the day to day management of the Commercial Contract Managers (CCM) for the IT infrastructure contracts. These eight contracts are the basis of IT infrastructure services for Virginia’s executive branch agencies. The main responsibilities include hiring, training CCMs, evaluating employee performance, creating and implementing business strategies and delegating tasks to the team of five contract managers and one coordinator. The Manager of Commercial Contract Management will also provide expertise to ensure that VITA and supplier(s) meet the requirements of each contractual agreement. This position will serve as the central coordination point for identifying and managing changes to the information technology infrastructure services provider contracts while ensuring effective controls exist to manage any related risks. Each CCM is the primary source of detailed knowledge on assigned IT infrastructure contracts for VITA and serves as a backup source of detailed knowledge and awareness for other contracts to promote continuity of operations. Each CCM also ensures new services or modifications to existing terms and conditions are negotiated effectively, with appropriate levels of performance (SLAs) and costs agreed. This position will work collaboratively with assigned CCMs, VITA subject matter experts, and financial analysts to manage the integrations between all suppliers in the MSI model.

Minimum Qualifications

Experience working in a cross-functional organization and collaborating with IT delivery functions to manage contractual performance and terms.
Experience with, and understanding of, technology services contracts and the methods employed to manage them.
Experience managing a team of professionals.
Ability to analyze and negotiate high value contracts.
Demonstrated experience managing supplier relationships.
Ability to interpret Virginia procurement law and policies.
Strong analytical skills.
Ability to communicate effectively in both oral and written form.
Ability to prioritize and meet deadlines.
Ability to delegate responsibilities.
Ability to train, motivate and coach employees.
Ability to analyze information and processes while developing more effective and efficient processes and strategies.

Additional Considerations

Experience managing a multiple supplier IT environment.
College degree, preferably in Business, Information Systems or related field.
Virginia Contracting Officer (VCO) or Virginia Contracting Master Program (VCM) certification.
ITIL Certification
Juris Doctor or other legal training related to contract management.
