Job Duties
The Department of Forestry (DOF) is seeking a Deputy Director of Finance to provide leadership and guidance to the Finance Office under the direction of the Director of Finance. This position will manage and direct the activities of accounts payable, accounts receivable, general accounting, budget planning and auditing. The incumbent will assist the Director of Finance with development, monitoring and evaluation of budgets for DOF, including capital budget requests, budget decision packages, forecasting of revenue and audit reporting. This position will assist the Director of Finance with determining fiscal impacts, analyzing data and formulating financial plans for the agency. They will assist in providing technical guidance on financial decisions and potential budget savings. Must have considerable knowledge of budgeting, accounting and auditing functions, business processes, and reporting requirements. Significant impact on the effectiveness, credibility, and financial responsibility of the agency, programs, customer service and public relations.
Minimum Qualifications
Considerable knowledge and experience with program budget development, monitoring and evaluation, including capital budgets.
Considerable knowledge of principles and practices of general accounting, accounts payable, accounts receivable, and financial planning.
Demonstrated ability to prepare and analyze complex financial reports, ability to interpret and apply Generally Accepted Accounting Principles (GAAP).
Considerable knowledge of financial, accounting and auditing functions, state and federal laws and regulations regarding financial operations, business processes and reporting requirements.
Knowledge and experience in developing budget decision packages, forecasting revenue and determining fiscal impacts to the agency.
Considerable experience and skills in the use of personal computers, business software, and financial management systems.
Additional Considerations
Knowledge of Commonwealth of Virginia budget policies, procedures and financial management and related state laws is strongly desired.
Knowledge and expertise in the Department of Accounts CAPP Topics, Fixed Asset
Accounting and Control System (FAACS) and Agency Risk Management and Internal Control Standards (ARMICS).
