Job Duties
Serves as the designated administrative staff member to handle administrative operations and functions associated with the Eligible Training Provider List (ETPL) and on behalf of the Local Workforce Development Board (LWDB). Performs technical work involving accumulating and maintaining participant and training provider/training program data pertaining to the maintenance of the ETPL, maintaining the case management log, providing staff assistance regarding data entry problems related to Virginia Workforce Connection (VaWC) system, and preparing reports as authorized under the Workforce Innovation and Opportunity Act (Public Law 133-128) of 2014 and other similar grant funded initiatives. Works in an electronic and paper documentation environment; works closely with all staff of the One-Stop system and training providers to ensure that program records are correct, complete and, where applicable, entered timely into all required electronic data sources; assists in validation reviews or participant and training provider/training program records; maintains the electronic Case Management log; prepares Individual Training Account (ITA) vendor reports and other reports as required; maintains all aspects of the VaWC ETPL in accordance with state and federal requirements; and performs related tasks as required.
Minimum Qualifications
• Knowledge of program administration practices and procedures; training registration and compliance processes; and program management principles.
• Strong oral and written communication, organizational, planning, analytical, and program-solving skills. Proficiency in using standard business software (e.g., MS Office Suite) and databases for managing and tracking program data.
• Ability to effectively interact with diverse groups of people (e.g., training providers and stakeholders); provide exceptional customer service; coordinate a regulated administrative process; follow, explain, and apply established policies, procedures and regulations; identify and resolve related issues regarding compliance, program implementation, and stakeholder concerns; gather facts, analyze data, evaluate program performance, and identify areas for improvement; track applications and ensure timely processing of requests; and compile and report data to comply with reporting requirements.
Additional Considerations
• Thorough understanding of workforce development programs (WIOA guidelines, ETPL regulations, etc.); performance methodologies and reporting; and the process for becoming an eligible training provider.
