Job Duties

The Virginia Department of Emergency Management is currently seeking a qualified candidate to become our VEST Specialist for Planning! Assists the Operational Coordination Division Director and VEST Coordinator for Planning in the development and coordination of the Virginia Emergency Support Team (VEST) Liaison Officers from Executive Branch State Agencies and the readiness of the Virginia Emergency Operations Center. Serves in the VEST Plans Section for one of the three VEST rotations. Supports Bureau goals through project management, program implementation, process management and planning.

Minimum Qualifications

- Considerable general leadership skills.
- Proven ability to develop and motivate a multi-disciplinary team.
- Ability to work with internal clients as well as federal, state, and local partners.
- Strong presentation skills, demonstrated ability to conduct and deliver training.
- Effective oral and written communication skills.
- Considerable project management skills.
- Ability to plan, follow up, set goals and objectives, and analyze and evaluate data in order to make program modifications.
- Considerable knowledge of state, federal, and local emergency operations systems as well as emergency response and recovery principles and concepts.
- Working knowledge of budget processes and procedures.
- Ability to prioritize and make decisions reflecting the mission of VDEM and the VEST.
- Strong organizational ability.
- Considerable knowledge of agency communications systems
- Expert computer skills, proficient in WebEOC and the ability to utilize information systems.

Additional Considerations

- Prefer current emergency management certification (IAEM or VEMA)
- Completion of the Emergency Management Basic Academy.
- Work experience in emergency management.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range. This is a restricted position due to the funding source.
