Job Duties
The V3 program consists of an employer/company assessment, training, and support program; and a certification program as prescribed by Code of Virginia §2.2-2001.2.
With limited supervision, the Virginia Values Veterans (V3) North Regional Program Manager will assist with and supervise the execution of the planning, directing, administering, and coordination of multiple and diverse programs required to position the Commonwealth to better address the employment opportunities for Virginia’s Veterans population. The duties and responsibilities of the position will include supervising the Certification into the V3 Program; coordinating program administration and operations with V3 headquarters staff; serve as the program’s primary point of contact for employers and events in the Northern Virginia region to include networking with community partners; assisting with daily planning, administration, scheduling, and operations of diverse programs; and planning the use of materials and human resources which are too diverse and general in nature to be classified in any one functional area of management or administration, such as personnel, purchasing or administrative services. The V3 North Regional Program Manager will serve as the regional lead for industry-specific resources, employment, transition and specific demographic support as directed.
Responsibilities include but are not limited to networking with community partners; assisting with daily planning, administration, scheduling, and operations of diverse curriculum opportunities; and planning the use of materials and human resources which are too diverse and general in nature to be classified in any one functional area of management or administration, such as personnel, purchasing or administrative services.
Minimum Qualifications
• Demonstrated knowledge of administrative and business principles, practices, and procedures in human resources, recruiting, and training, especially as they pertain to the employment and retention of veterans.
• Demonstrated knowledge of federal, state and agency rules, regulations, and policies pertaining to veteran employment.
• Experience supporting industry-specific needs for various employment sectors
• Demonstrated experience with data management and reporting
• Experience with training and educational program development
• Applied knowledge of administrative, fiscal, and budgetary principles.
• Demonstrated knowledge of supervisory and program management principles and practices.
• Manage administrative, planning, scheduling, operational, and diverse programmatic activities.
• Manage multiple programs and/or projects simultaneously.
• Supervision of staff indirectly or directly.
• Effective interaction with diverse constituencies and inter-agency government officials to discuss administrative matters, develop, and implement administrative policies and procedures.
• Effective contact with the private sector, local officials, community groups, and boards to acquire, combine, and prioritize use of resources to provide for program performance and service delivery.
• Demonstrated knowledge of website and database administration, systems and application development, and statistical analyses.
• Superior oral and written communication skills.
• High level of attention to detail and organization skills.
• Training and instruction experience with adult learners.
• Proven research in best practices on recruiting, hiring and retaining the military community.
