Job Duties
The Business Systems Analyst Senior is part of the agency’s information technology team. This position is responsible for developing the IT change management process for various projects of varying stages and complexity. The Business Systems Analyst Senior will coordinate with agency business/system owners and IT subject matter experts to communicate changes and impacts on customers. The role will oversee and track performance of several projects concurrently (agency generated and VITA projects) and create and implement communication plans, and distribution of status reports.
The Business Systems Analyst Senior will assist with requirements gathering, approvals and process review for agency projects to accurately document current and future states. Responsible for creation and maintenance of project management artifacts utilizing Commonwealth Project Management Standards and Guidelines for the project life cycle. Also, this role is instrumental in developing RFP language and requirements. Responsible for assisting with administrative business processes which may include budget management, procurement coordination, invoicing, and managing vendors. This role will communicate with agency as part of IT projects and change management role.
Minimum Qualifications
- Proficient in JavaScript, with expertise in database development, data management, business process improvements, and performance management principles.
- Proficiency in using computers and using Microsoft 365 applications.
- Proficiency in data analysis tools and techniques, such as Excel, and various data visualization software.
- Demonstrated skill in developing and managing large datasets, integrating data from multiple sources across various platforms.
- Strong understanding of low-code/no-code platforms, application development, workflow automation, and integrations. Familiarity with APIs, databases, and integration tools is advantageous.
- Strong background working with business and financial information systems.
- Ability to apply logic and reasoning to identify and analyze issues, recommending solutions aligned with regulations and policies.
- Effective oral and written communication skills to build effective professional relationships.
- Ability to understand business processes and how to leverage low-code/no-code platforms to optimize operations and improve efficiency.
- Strong analytical and troubleshooting skills for resolving platform-related issues.
- Understanding of best practices for platform security, data privacy, and compliance.
- Exceptional communication skills, with the ability to interact with technical and non-technical stakeholders.
- Capable of conducting training sessions and developing instructional materials for end-users.
- Must have a valid Driver's License

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range. This is a restricted position due to the funding source.
