Job Duties

The Virginia Department of Juvenile Justice (DJJ) protects the public by preparing court-involved youth to be successful citizens. DJJ is committed to excellence in public safety by providing effective interventions that improve the lives of youth, strengthening both families and communities within the Commonwealth.

DJJ is currently hiring a Senior Buyer. This role will provide timely procurement review, support, oversight and assistance for all procurement transactions to include eVA, VITA, SWaM and SPCC to include training and guidance to all DJJ Staff for the above initiatives and mandates.

Certification as a Virginia Contract Officer (VCO) is required for this position, if not a VCO upon hire, it must be achieved within 12 months from hire date.

Minimum Qualifications

  • Considerable knowledge of the principles and best practices of procuring goods and services by appropriate methods as illustrated in the Virginia Public Procurement Act (VPPA), the Department of General Services, Division of Purchase and Supply’s Agency Procurement and Surplus Property Manual (APSPM)
  • Ability to interpret and train staff on the content of the VPPA and the APSPM.
  • Extensive knowledge and the use of eVA, VITA and the Department of Small Business and Supplier Diversity (DSBSD) SWaM requirements.

Additional Considerations

  • Equivalent education and/or experience in Material Management, Inventory Control, Scheduling or Procurement.
  • A Certified Public Procurement Buyer (CPPB), Certified Public Procurement Officer (CBBO), or Certified Purchasing Manager (CPM) is optional.
