About the Position:
The Virginia State Police (VSP) is seeking to hire a Policy Analyst Senior in our Criminal Justice Information Services Division (CJIS) at State Police Headquarters in North Chesterfield, Virginia. The successful candidate will cultivate a data-driven, process improvement culture within the CJIS Division; ensure legislative actions are reviewed, evaluated, and understood by stakeholders; conduct reviews and studies on Agency and CJIS programs, regulations, legislation, policies, criminal justice issues, and public safety systems; conduct research on legislative, administrative code regulations, and other research, analysis, and evaluation for CJIS; provide policy development support and guidance; and lead special projects related to the implementation of various policies and procedural changes prescribed by federal, legislative, or other legal actions for the full range of CJIS programs and programmatic application.

Minimum Qualifications
•Considerable knowledge of research techniques and methods.
•Working knowledge of public policy development processes, stakeholders, and structures; of policy analysis, operational planning, operational change management and budgeting; of conducting qualitative analyses; of training principles and practices; and of processes and tools used in project management tracking and delivery.
•Skill in the use of computers and using Microsoft Office applications to include Excel, Word, and PowerPoint; in automated reporting tools to depict data and graphics; and in exercising strong interpersonal skills when facilitating and participating in meetings.
•Demonstrated ability to research and prepare Legislative Action Summaries (LASs); to conduct legislative analysis; to prepare position papers and/or talking points on proposed legislation and develop recommendations; to analyze and interpret policies and procedures and to draft policies, regulations, and other documentation; to develop and use a variety of visual instructional media and tools; to deliver and communicate presentations of technical information clearly and concisely in English; to establish and maintain effective working relationships with Agency and external stakeholders; to work collaboratively with cross-functional teams; and to work independently and as a member of a team.
•Prior experience in reviewing criminal justice policy, interpreting and implementing public policy is required.
•High School Diploma or GED equivalent.
Additional Considerations
•Experience and training in criminal justice, public or business administration, political science, policy analysis, planning, or a related area is preferred.
•Experience developing and presenting recommendations to management is preferred.
•Experience in providing professional staff support to a government board, commission or committee group preferred.
