DHCD’s Office of Broadband oversees the Commonwealth’s efforts in closing the digital divide and ensuring that every home, business and community anchor institution has access to affordable, reliable high-speed internet. As part of this effort, the Office administers and monitors state and federal grant funding awarded to local governments and internet service providers for the purpose of extending last mile broadband to unserved and underserved areas of the Commonwealth.

Central to this work are the Telecommunications and Broadband Project Managers. Project Managers perform a variety of duties which include managing projects from application development to project closeout, monitoring projects to assess risk, working closely with grantees and other stakeholders to ensure grant compliance, managing assigned contracts (including budgets and processing voucher payments), providing technical assistance, conducting site visits, ensuring accuracy of program reports, and other related duties.

Minimum Qualifications

  • Advanced knowledge of telecommunications or broadband technologies.
  • Considerable knowledge of grants or project management skills and techniques.
  • Experience in managing telecommunication and broadband projects, including budget and expenditures.
  • Experience developing and using complex spreadsheets and databases.
  • Experience leading or working as a member of a project team, including meeting a variety of deadlines.
  • Experience in managing multiple and diverse programs or regulatory requirements.

Additional Considerations

  • Knowledge of local and state government.
  • Project Management Professional Certification a plus, but not required.
