Job Duties

The Department of Elections promotes and supports accurate, fair, open and secure elections for the citizens of the Commonwealth. ELECT ensures the proper administration of election laws, campaign finance disclosure compliance, and voter registration processes in the state by promulgating rules, regulations, issuing instructions, and providing information to local Electoral Boards and general registrars.

The Department of Elections envisions a highly modern, efficient and professional electoral process that is trustworthy and accountable at all levels and engages Virginia’s diverse citizenry in the most fundamental right in a democratic society: the right to vote.

Oversees and directs the work of the Election Services (ES) Division of the agency to include Election and Registration Services (ERS) (elections administration and liaisons to the local GRs), Training, and Campaign Finance (CF).
Ensures compliance with state and federal laws related to the administration of elections and campaign finance. Ensures development and maintenance of efficient processes, best practices, compliance data, and trend analysis. Ensures development of a training program designed to improve compliance with requirements. Ensures accurate, uniform, and timely responses to GRs, their staff, candidates, and internal customers. Actively participates as a member of the senior management team in setting the strategic direction of the organization.

Minimum Qualifications

• Proficiency in Virginia election laws and regulations.
• Proficiency in federal election laws and reporting requirements (e.g. NVRA, HAVA, FWAB, FPCA, EAVS, etc.).
• Working knowledge of campaign finance laws, regulations, and reporting systems.
• Familiarity with the operations of statewide election management systems and processes.
• Inductive, reasoning, deductive reasoning, and active learning.
• Experience evaluating and implementing statutes, regulations, and guidance.
• Ability to use logic and reasoning to identify strengths and weaknesses of alternative arguments and solutions.
• Ability to analyze data and apply analysis to improve business process.
• Critical thinking and complex problem solving.
• Excellent verbal and written communication skills
• Exceptional organizational skills.
• Demonstrable experience successfully managing a team.
• Experience in providing a high level of customer service.
• Ability to work with local, state, and federal organizations to promote service delivery.
• Create professional quality presentations for diverse audiences.
• Deliver accurate work product while handling multiple tasks under strict deadlines.
• Knowledge of office and records management, computers, and business office software.
• Ability to travel occasionally.

Additional Considerations


- Experience in Virginia election administration preferred. Degree in law or public administration preferred. Must have or be able to obtain a valid driver’s license.
