The Division of Risk Management (DRM) is charting a bold new course to modernize and strengthen the Commonwealth’s risk posture. We're seeking an experienced and strategic Risk Management Program Manager to help lead this transformation. This is an exciting opportunity for a motivated professional to play a pivotal role in advancing risk management initiatives across Virginia’s state government and partner entities.

About the Role:
As the Risk Management Program Manager, you will oversee key administrative components of DRM’s insurance and self-insurance programs. You’ll be responsible for:

• Ensuring the accuracy and completeness of the Commonwealth’s property schedule.
• Managing enrollments, billings, and collections for risk programs.
• Overseeing the procurement of insurance products and related services.
• Serving as the day-to-day liaison with the Commonwealth’s broker of record.
• Collaborating with actuaries and analyzing actuarial and financial reports.
• Leading special projects and risk management training efforts.
• Managing the performance and development of assigned staff.

The role requires strategic thinking, strong analytical capabilities, and the ability to communicate risk concepts clearly to leadership and stakeholders.

Who We Serve:
DRM provides liability protection for all Virginia state agencies, locally elected officials, regional jails, and many of the Commonwealth’s political subdivisions and public-serving entities.

Minimum Qualifications

We're looking for candidates with the following:

Public Sector or Regulated Environment Experience:
Proven experience with the operational, financial, or compliance-related expectations of public programs or government agencies. Experience aligning program management activities with state or federal policies is strongly valued.

Program Leadership:
Demonstrated experience managing or coordinating large-scale programs or projects, preferably within a public sector or regulatory environment. Includes experience with planning, execution, monitoring, and evaluation.

Data-Driven Decision Making:
Demonstrated ability to analyze and interpret complex datasets or reports to support strategic decisions. Must show evidence of using data to influence or improve program outcomes.

Stakeholder Coordination:
Considerable experience serving as a primary liaison or point of contact between multiple stakeholders (e.g., vendors, agency leadership, or external partners), with proven ability to build consensus and maintain collaborative relationships.

Process Improvement:
Demonstrated experience in tracking, recording, and identifying process inefficiencies and implementing improvements or solutions that resulted in measurable enhancements to program effectiveness, compliance, or customer service.

Project Documentation & Reporting:
Skilled in developing written materials such as work plans, business cases, operational procedures, or status reports. Should be able to demonstrate experience producing substantial written deliverables tied to program performance or outcomes.

Additional Considerations

• Supervisory or team leadership experience, including setting goals, monitoring performance, and providing coaching or direction to achieve desired results.
• Demonstrated experience with insurance and self-insurance programs, including risk management information systems.
• Experience reviewing actuarial/financial reports or preparing supporting data for them.
