Job Duties
The Sr. Project Manager/Analyst directs, leads, and participates in complex agency projects (both IT projects to deploy new technologies and automated solutions as well as non-IT projects), studies, special initiatives, programs, and process improvement initiatives designed to improve customer service delivery and agency efficiency within Business Operations Administrations. This includes deploying new technologies and automated systems. They will also be responsible for leading projects from initiation to closure, ensuring alignment with business objectives, compliance with industry standard best practices and methodologies, compliance with VITA project governance and oversight requirements, and delivery of high-quality results within scope, time, and budget constraints. Responsible for conducting analysis, research, studies, and make recommendations regarding agency policies, business operations, and enhancing the effectiveness of service delivery.
Minimum Qualifications
• Extensive analytical, problem-solving, and project management skills to drive organizational change.
• Ability to work with data analysis, manage dashboards, set up KPIs, and interpret complex data for actionable insights.
• Broad working knowledge of information technology and automated solutions to support business operations.
• Strong understanding of IT system implementations, digital transformation, and business process optimization.
• Knowledge of project management methodologies such as Waterfall, Agile, Hybrid methodologies, and project management tools.
• Working knowledge of continuous process improvement principles.
• Ability to quickly adapt to change and drive results through continuous improvement.
• Strong leadership skills to inspire and motivate teams toward common goals.
• Effective oral and written communication skills, including the ability to make effective presentations.
• Expertise in project management methodologies such as Agile or other frameworks.
• Proficiency in operating personal computers with word processing and spreadsheet software applications.
• Research and analytical skills for assessing complex problems, policy impact, and legislative proposals.
Additional Considerations
• Demonstrated capability to develop long-range plans, objectives, and strategies.
• Knowledge of quality assurance processes and procedures.
• Knowledge of continuous process improvement methodologies, such as Lean, Six Sigma, etc.
•Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) preferred.
•Qualification to manage major Commonwealth IT Projects as required by VITA preferred.
