DMV is seeking to hire a Compliance /Safety Officer III. The work location for this position is at the East Henrico CDL testing site.
The DLQA Specialist is responsible for ensuring the accuracy and compliance of driver licensing processes within the Department of Motor Vehicles (DMV). This role involves conducting audits, overseeing compliance with federal and state regulations (e.g., REAL ID, CDL), and recommending process improvements to enhance operational efficiency. The Specialist also provides training and support to DMV field staff, ensuring adherence to regulatory requirements.

Minimum Qualifications
• Comprehensive understanding of driver licensing laws and regulations, including state and federal standards (e.g., AAMVA guidelines).
• Familiarity with DMV operations, particularly in testing and certifying drivers.
• Knowledge of auditing processes and the ability to conduct thorough evaluations of third-party testers and training schools.
• Strong interpersonal and communication skills for effective interaction with DMV staff and a diverse customer base.
• Proficiency in administering a variety of driver licensing tests, including knowledge, vision, and road skills assessments.
• Basic computer skills, including data entry and record management within DMV systems (e.g., CSTIMS, MySelect).
• Ability to interpret and apply complex laws, rules, policies, and procedures in a consistent and fair manner.
• Demonstrated ability to train and certify DMV staff and third-party testers, ensuring high standards of performance.
• Strong problem-solving abilities, especially in addressing discrepancies in testing, licensing, or compliance issues.
Additional Considerations
• Experience conducting audits or evaluations in a transportation or regulatory environment.
• Experience with training or quality assurance, particularly related to commercial driving regulations and certifications.
• Background check: Must pass a criminal background check.
• Driver’s license: Must possess a valid Virginia driver’s license with no more than 6 demerit points.
• Pre-trip Inspection and Road Skills Certification: Must successfully obtain and maintain certification in pre-trip inspection and road skills auditing after being hired.
• Certification: Must obtain AAMVA Commercial Examiner Certification and Virginia Third-Party Tester Audit Certification within the first year of employment.
• FMCSA Certification: Must complete Federal Motor Carrier Safety (FMCSA) skills performance evaluation training.
