Job Duties

The mission of the Virginia Department of Emergency Management is to provide leadership in the effort to protect Virginia from the impact of emergencies and disasters, planning and coordination of state, local and federal entities to accomplish effective and timely recovery efforts, assists with delivery of training and exercises to assess and validate VEST capabilities and address areas for improvement, manages the divisional budget to ensure that funds are properly expended, anticipates requirements and deadlines, gathers information and stays informed of relevant policy, regulations, guidelines, and best practices relevant to division goals and objectives. The agency serves as first response to disaster declarations from the Office of the Governor of Virginia.

Minimum Qualifications

- Experience in emergency/disaster management and strategic planning processes.
- Strong capabilities to lead, promote teamwork, and collaborate with diverse stakeholders. - Ability to utilize automated systems.
- Considerable knowledge of state, federal, and local emergency operations systems as well as agency communications systems and emergency and disaster response principles and concepts.
- Working knowledge of budget processes and related procedures.
- Demonstrated ability to develop plans and implement best practices for VDEM in
accordance with standards practices.
- Ability to analyze and evaluate data in order to make program modifications.
- Working knowledge and experience with any of the following: Comprehensive
Preparedness Guide; Incident Action Planning; Threat and Hazard Identification Risk
Assessment process; Emergency Operations planning.

Additional Considerations

- Demonstrated experience in leading or serving as a program manager within an agency
with emergency and disaster responsibilities is highly preferred.
- Project management skills, and effective oral and written communication skills.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range. This is a restricted position due to the funding source.
