Job Duties
The Office of School and Community Nutrition is seeking a qualified candidate to administer the federal school and child nutrition programs at the state level. To provide technical expertise and assistance to local school food authorities and non-school sponsors to ensure that children receive high quality, nutritious meals, and to ensure compliance with all federal and state regulations
Minimum Qualifications
Knowledge: Considerable knowledge of adult learning models/theories and training delivery methods (in-person training, e-learning, workshops, etc.). Knowledge of desktop publishing, website development and maintenance, e-learning tools, and social media. Knowledge of capabilities and uses of audiovisual aids and other training tools and resources. Knowledge of the principles, methods, and tools for developing, scheduling, coordinating, and managing projects or programs and resources. Knowledge of effective grant research and grant writing. Knowledge of grant application, management, and reporting requirements. Knowledge of nutrition and food service operations including menu planning, local procurement, resource management, food safety, food production, and nutrition education. Knowledge of federal school and child nutrition program regulations and operations. Knowledge of state agency function, school administration, and state and local government policies and procedures. Knowledge of website accessibility requirements (section 504 and 508 accessibility standards).
Skills: Excellent skills in written and oral communication. Computer skills in database management, spreadsheet applications, word processing, presentation software, Internet, and web-based systems. Skills in photography techniques, photo editing, videoing, and social media platforms. Skills in researching, collecting, organizing, and managing data. Skills in report writing. Skills in organizing resources and establishing priorities. Skills in delivering technical assistance and training to internal and external stakeholders. Skill in designing, writing, and editing complex grant documents including reporting requirements. Program planning and implementation skills. Employee development and performance management skills.
Abilities: Ability to plan for, and supervise staff to coordinate, and deliver training to SNP/CNP staff, school divisions, and community sponsors. Ability to supervise and lead training, grants, and project team staff. Oversee development of training content, materials, and resources. Ability to deliver professional development to school divisions and potential stakeholders related to school/child nutrition programs. Ability to interpret policies and procedures, assess programs, identify problems, apply problem-solving techniques and determine improvements and solutions. Ability to effectively and competently manage multiple assignments and complex tasks simultaneously and meet critical deadlines. Ability to organize, write, layout, and distribute a variety of informational publications such as newsletters, articles, and brochures. Ability to interpret complex grant funding requirements, submissions, and budget projections. Ability to understand organizational goals, formulate objectives, determine priorities, adopt a short- and long-term view, and recognize opportunities to accomplish training objectives. Ability to assess, target, and align training needs with individual, departmental, and agency goals. Ability to evaluate program performance using evaluation factors, metrics, and outcomes. Ability to identify problems, determine the accuracy and relevance of information, use sound judgment to generate and evaluate alternatives, and make recommendations. Ability to lead team meetings, manage employee performance, give and receive feedback, and collaborate with peers, subordinates, and supervisors. Ability to plan, distribute, and monitor work assignments, including identifying the best people for specific tasks; evaluate and provide feedback on work performance; and motivate, develop, coach, and direct people as they work.
Additional Considerations
Baccalaureate degree from an accredited college or university with a major in business administration, food service or hospitality institutional management, nutrition, public health/administration or dietetics or an equivalent combination of education and experience is preferred. Master’s Degree or equivalent of 36 credit hours of post-baccalaureate course work preferred.
Professional experience in school division or related state agency, to include education, public health, or social services. Experience at the local school division level in administering, planning, managing, implementing, monitoring, and evaluating school nutrition programs is desirable. Experience in creating and delivering professional development and training programs. Experience at the state agency level in school nutrition programs is desirable. Experience in foodservice management is desirable.
