For more than three decades, the Virginia Lottery has worked to build a strong reputation, one synonymous with providing fun, entertaining experiences and doing so responsibly and with integrity. Proceeds from traditional Lottery games support K-12 public education in Virginia. Taxes generated by sports wagering and casino gaming, which are regulated by the Lottery, benefit other priorities of the Commonwealth.
The Virginia Lottery, an independent state agency, is currently seeking a D365 F&O Functional Analyst to join our Finance Department. This position is located in Richmond, Virginia.
The D365 F&O Functional Analyst will be responsible for supporting the Finance Department’s objectives by collaborating closely with ITS and business end users. This position focuses on implementing, optimizing, and maintaining Microsoft D365 F&O modules, ensuring robust regression testing processes, providing user support, and expanding the use of embedded and integrable Microsoft tools. This position is responsible for leading and supporting the implementation of new and existing D365 F&O modules, ensuring alignment with business objectives and best practices. Position must be able to understand finance operations and business needs and maintain a detailed knowledge and understanding of the technologies available, to effectively merge the two for positive business outcomes. This position is also responsible for identifying opportunities for process improvements utilizing technology, in a controlled and secure manner. Highly visible within Finance, ITS, PMO, Procurement, and with key vendor partners. Position also serves in partnership with the Finance Business Analyst, with the two providing synergies and backup and continuity.
The D365 F&O Functional Analyst duties include:
Lead implementation of D365 F&O modules:
• Coordinates with Finance and ITS/PMO/Contract partners for requirements definition, workflow mapping, project monitoring, testing, and implementation.
• Coordinates documentation of financial risk assessments and system controls.
• Coordinates with end users for training and preparation of system updates and changes.
• Monitors and serves as bridge between Finance and ITS/contract partners for production issues, to include identification, troubleshooting, and escalation.
• Responsible for all regression testing, to include development, establishment, and maintenance for all routine system upgrades, working with ITS and stakeholders to validate business-critical functionality.
Coordinate and manage implementation of key system integrations:
• Provide support in configuring and maintaining interfaces with State and other key systems, including Cardinal HCM and Financials.
• Provide support and maintain/update key integrations to the Lottery’s ERP, currently Microsoft D365. Key integrations include the two gaming systems (retail and online), with likely future integrations including gaming compliance licensing system and gaming tax reporting.
• Work collaboratively with ITS and end users to gather requirements, design solutions, and communicate effectively with all parties for timely solutions and implementations.
Change Management and Training:
• Assist in managing change as new modules and features are implemented, communicating impact and helping to facilitate smooth transitions.
• Conduct training for all parties, both formal and informal, to include maintenance of training materials, job aids, etc.
• Monitor acceptance and utilization, and tweak outreach and training materials as needed.
Continuous Technology Assessment:
• Maintain knowledge and awareness of advances in technology, for applicability to Finance business operations.
• Maintain knowledge and awareness within the Lottery industry and within the Commonwealth operational landscape, for opportunities. These relationships will provide mutual benefits – promoting advances implemented at the Virginia Lottery and learning of other opportunities from partner organizations for potential use by the Virginia Lottery.
• Serve as key resource for Finance and Procurement to ensure clear understanding, and optimal utilization, of technology in production.
Other duties may be required based on supplementary assignments.
Minimum Qualifications
The person selected for this position will have:
• Bachelor’s Degree from an accredited 4-year college or university with major studies in Accounting, Finance, Information Systems, Business Administration, or related field.
• Minimum 4 years of proven experience with Microsoft Dynamics 365 Finance & Operations modules, particularly in a functional analyst or consultant role.
• Demonstrated experience across the full project lifecycle, including discovery, requirements gathering, system design, creation of functional design documents (FDDs), configuration, testing, implementation, and post-implementation activities.
• Demonstrated capability in documenting business processes and developing comprehensive end-user training materials.
• Proven experience in delivering user training, implementing adoption strategies, and contributing to continuous improvement initiatives.
• Familiarity with Microsoft ecosystem, including Power Platform (Power BI, Power Automate), Office 365, and integration tools.
• Strong analytical, troubleshooting, and problem-solving skills.
• Excellent communication and interpersonal skills, with the ability to work effectively across departments and with varied end users.
• Experience in regression testing and UAT (User Acceptance Testing) methodologies.

A comparable amount of education, training and professional work experience may be substituted for minimum qualifications.
Additional Considerations
• Professional certifications related to Microsoft D365 F&O and/or Power Platform is preferred.
• Experience in finance or accounting roles within organizations with high utilization of ERP systems.
• Project management or change management experience.
• Familiar with Cardinal Financials, HCM, and state policies and procedures.
