The Virginia Department of Health (VDH), Office of Financial Management is seeking a Senior Budget Analyst (Financial Services Specialist II) to join our Richmond office team!
The Senior Budget Analyst would serve as a lead analyst overseeing the development and execution of the annual and biennial operating budgets for assigned Central Offices and Health Districts. Promotes financial integrity within the agency by conducting financial analysis, expenditure trend analysis, program reviews and development of executive presentations concerning budget issues.

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor. May be required by VDH to adjust work hours, location, and job duties and participate in training to meet public health business needs, including emergencies. If this position is designated as a mobile worker, this includes both working in the field and teleworking at an alternate location when not in the field or during an emergency closing. You may be required to periodically come into your assigned office to attend meetings or training.

Minimum Qualifications

1. Demonstrated professional experience in anticipating potential issues and conduct policy, budget, and performance analyses; interpret and project fiscal and program data; and develop informed recommendations.
2. Strong interpersonal and communication skills, with the ability to work collaboratively and convey information effectively both verbally and in writing.
3. Proven experience in managing multiple projects and meeting competing deadlines by effectively setting priorities.
4. Experience with critically evaluating data, assessing information and conclusions, and verifying the validity of recommendations.
5. Proficiency in Microsoft Office applications, including Word, Excel, Access, and PowerPoint.

Additional Considerations

1. Experience analyzing and preparing budget documents for a large agency with a complex budget and accounting system.
