Job Duties

This position will provide executive level leadership and direction to the staff in the Office of Data Services, the Office of Systems Development and Databases, the Office of Information Security, and the Office of Technology (also known as DRTS), the Office of Accreditation, and the Office of Operations (Transportation, Facilities, School Nutrition). These offices are responsible for conducting objective analyses and scientifically-sound research in support of the agency’s strategic goals and objectives, while also developing and maintaining the custom-built single sign-on system housing more than 150 customized applications to meet the agency’s business needs. This position is responsible for coordinating the internal operations of the agency, including supporting any building related moves and relocations.

This leader will help streamline internal processes, reduce bureaucracy, and support effective data governance focused on student outcomes. This role will help implement internal policies that strengthen agency transparency, cost-effectiveness, and responsiveness to the Board of Education, General Assembly, and constituents.

This position is responsible for maintaining the department's databases, reporting educational information collected by the department, and calculating and reporting state and federal accountability results. This position ensures compliance with state and federal reporting requirements and supports the agency and public’s use of data and research.

As the agency's Chief Information Officer (CIO), this position is responsible for providing technology support to the agency, that includes hardware and software needs, while overseeing the agency’s AITR and work with VITA. Finally, this position is responsible for managing and administering IT procurements and supporting the agency Chief Information Security Officer (the CISO reports to the Chief Operations Officer). This role will work closely with the Deputy Superintendent of Innovation, Student Pathways and Opportunities to lead the agency’s strategy on K-12 education technology, ensuring schools have modern tools while maintaining local control. This role must support cybersecurity and digital infrastructure that protects student data, minimizes risk, and respects privacy.

This position provides executive level leadership and direction to the Operations team, which includes transportation, facilities, school nutrition. This leader will help direct initiatives that strengthen the physical and digital security of schools in partnership with the Department of Criminal Justice Services, ensuring students and staff can learn and work in safe environments, which includes better preparedness for and responding to threats, with a strong emphasis on prevention, deterrence, and parent communication. Promotes practical safety measures and best practices for safeguarding school safety and physical security in partnership with the Office of Excellence and Best Practices. In addition, this position seeks to identify ways to reduce red tape and promote infrastructure strategies that prioritize durability, cost savings, and long-term sustainability.

This position leads as the agency’s point of leadership for operational continuity, emergency preparedness, and statewide response to natural disasters, public health events, and safety threats. In addition, this position leads continuity planning, coordinating across state agencies and local systems to ensure rapid, efficient, and commonsense solutions in crisis situations.

This position will support the oversight of the Accreditation model for school division. Ensure all administrative, financial, and operational elements are upheld by divisions, with high standards and serve students. Encourage innovation that serves student achievement and operational integrity to improve school operations.

Job Duties will include:

Performance Management:

  • Expectations are clear, well communicated, and relate to the goals and objectives of the department.

  • The requirements of the performance planning and evaluation system are met and evaluations are completed by established deadlines with proper documentation.

  • Safety issues are reviewed and communicated to assure a safe and healthy workplace and a reduction in work-related absences.
  • All required Managing Virginia Program (MVP) course levels are completed within the specified time frames.
  • Strong history of managing up to Chief Operations Officer, including raising concerns early and maintaining updates on critical projects and deadlines.

Provide Leadership and support to the Offices of Support Services, Transportation, School Nutrition, Technology/Security and Accreditation

  • Executive leadership and direct project management of agency special projects, to include, Agency Digitization, development of efficiencies and others as assigned.
  • Executive leadership over 31 IT systems and 200 applications that support the entire agency’s daily work and statutory requirements.
  • Coordinating data for the accreditation system.
  • Manage a high-performing team of directors and staff across the Support Services, Transportation, School Nutrition, Technology and Security, and Accreditation offices with a focus on accountability, mission alignment, and measurable impact for students.
  • Foster a culture of excellence, innovation, efficiency, and servant leadership throughout the agency.
  • Executive leadership and direct project management of agency Operations (Facilities, Transportation and School Nutrition), Accreditation, and the Technology and Security teams.
  • Oversight and coordination of all internal operations tasks with the Director of Support Services (Facilites).
  • Plan and oversee projects from initial ideation through completions. Work with speed and care to organize smaller pieces of a challenge, risk or initiative into a fully developed outline for action and ownership

Manage Administrative Functions / Coordinate with Other Agency Offices

  • Lead internal teams with a focus on professionalism, mission alignment, and public service.
  • Coordinate services with other divisions in the Department to successfully implement the Division of Operations Technology, and Security, and other statewide and federal initiatives.
  • Ensure taxpayer funds are used responsibly through strict grant oversight, performance-based budgeting, and strategic investments in programs that deliver results.
  • Establish effective data governance and partnership with other education and workforce agencies as well as IT entities.
    Assure timely response to action requests from the Superintendent and Chief Operating Officer.
  • Supervising and managing large teams of people.
  • Delegating and ensuring team members are highly productive and effective.
  • Highly effective project manager to ensure projects are implemented with fidelity on time and on budget.
  • Budgets are maintained and reviewed to assure that there are no cost over-runs.

  • Contracts, purchases and reimbursements are reviewed and approved in accordance with departmental policy, state policy and law.
  • Appropriate levels of data services, systems development and databases, and research are provided to support agency and divisional operations and goals.
  • Coordinate operations team with security and construction grant application development, internal agency building operations, external operations for transportation, facilities, and school nutrition.
  • Technological facilities and capacity are maintained and upgraded as appropriate.
  • Appropriate training and support are provided to assure qualified and productive staffing

Minimum Qualifications

  • Proven ability to lead complex operational systems at scale, with a focus on cost-effectiveness, service delivery, and measurable results.
  • Knowledge of local, state and national trends, practices and policies relative to the use of data and technology, inclusive of educational or government information management, systems development and databases, and operations. Strong knowledge of technology systems, including data infrastructure, cybersecurity, and digital platforms.
  • Experience overseeing large-scale IT or infrastructure projects with an emphasis on long-term sustainability and interoperability.
  • Deep understanding of public sector operations, including transportation, facilities, and administrative services.
  • Ability to lead and manage multiple simultaneous programs and projects and to delegate where appropriate.
  • Skilled in reducing inefficiencies, streamlining processes, and ensuring maximum return on taxpayer investments.
  • Competence in managing multimillion-dollar budgets, including facilities funding, technology allocations, and safety preparedness grants.

  • Understanding of state and federal laws related to education operations, technology, data privacy, and emergency response. Familiarity with compliance requirements while maintaining a commitment to limiting overreach and delivering clear, actionable guidance for schools.

Diplomatic and collaborative approach to partnerships, including data governance efforts, with a focus on shared goals and clear lines of accountability.
