Job Duties

The Virginia Racing Commission (VRC) regulates the racing and wagering industry within the Commonwealth, safeguarding public trust and ensuring accurate revenue collection and financial integrity. The VRC’s Finance Division exists to uphold these objectives through effective budget management, internal controls, and comprehensive financial oversight of both the Commission and its licensees.

The Director of Licensing and Policy will apply knowledge of policies, procedures, processes, and laws and regulations to safely, effectively, and efficiently manage all aspects of licensing within the horse racing industry for specified race meetings to include pari-mutuel wagering as well as satellite facilities. Synchronizes all internal efforts with the Directors of Compliance and Investigation in support of the Commission’s mission. Interprets laws and regulations to develop required policies and procedures and to implement emerging legislation. Recruits, trains, supervises, and retains professional licensing staff. Assists the Executive Secretary with all board proceedings to include preparation, board actions, directives, and recommendations pertaining to policy and licensing. Develops internal and external policy to facilitate operations within the VRC and across all stakeholders. Represents the VRC before the General Assembly, committees and subcommittees, and various professional organizations as needed.

Minimum Qualifications

Knowledge of administrative law, regulations, and the procedures associated with professional licensing, including methods of entry (experience, education, and examination); adjudication of licensing and disciplinary cases; and promulgation of regulations. Ability to interpret law and regulation, to develop policies and procedures, and to implement legislation. Ability to work independently, to supervise and train staff, and to establish cooperative and effective working relationships with colleagues and a variety of groups, individuals and agencies. Ability to direct the administrative activities of boards with complex regulations and operating procedures, including the ability to manage and conduct meetings and studies.
Ability to identify and analyze problems and formulate solutions. Knowledge of legislative process and ability to work with all parties involved. Ability to testify before committees, subcommittees, and commissions. Must possess excellent organizational, verbal and written communication skills, including the ability to respond to questions concerning programs, procedures and legislation. Ability to direct professional and occupational policy research for a state agency. Position of responsibility in public or private agencies, mid/upper management experience is necessary.

Additional Considerations

Strong preference for governmental experience.
