Job Duties

This role involves overseeing staff performance management, including assigning work, ensuring training and safety, and conducting evaluations, while also serving as lead staff to the State Board of Health by preparing agendas, reports, meeting materials, and minutes, as well as ensuring compliance with legal posting requirements. It further includes acting as an intergovernmental liaison by coordinating legislative tracking, annual reporting, regulatory updates, and communications with various agencies, along with maintaining the intranet site for Governmental and Regulatory Affairs. The position supports legislative and regulatory analysis, participates in policy networks, and ensures timely submission of mandated agency reports to the General Assembly. Additionally, it manages the review, tracking, and alignment of VDH administrative and operational policies with state statutes and regulations, developing and implementing annual policy review plans as needed.

Minimum Qualifications

• Ability to perform planning and analytical tasks, providing management with a comprehensive view of operations, conduct analytical research, provide alternative solutions and assessments of long-range impacts of work processes and recommendations
• Experienced in drafting of operational policies and procedures
• Ability to research and apply findings to solutions; identify various policy options and potential impact
• Experience in Microsoft applications; data collection, research, organizational studies and statistical analysis
• Knowledge of state policy development structures, processes and stakeholders
• Ability to communicate effectively and facilitate meetings across the organization & State government.
• Ability to facilitate meetings of a public body.

This is a restricted position, which is solely funded by the (Public Health Infrastructure Grant (PHIG) for the period ending 11/30/2027. The availability of funding is scheduled for review before the grant expiration date. Continued employment is contingent on the continued availability of funds.
