Job Duties

The Virginia Department of Taxation’s Office of Technology seeks a Senior Developer to help innovate and transform our tax return processing and case management systems. Meeting the needs of taxpayers is critical to the agency and the Commonwealth. This position will work with business and technical staff to refine requirements, formulate systems designs, and develop system enhancements. As a key Developer for our case management and return processing systems, you will be responsible for innovating and improving its functionality and ensuring it meets the needs of the agency and our customers.

 

Scope of Responsibilities Include:

• Performing highly complex systems analysis of the agency core operations that include: developing requirements definitions for automated business solutions, analyzing and designing solutions for business problems, and evaluating requests

• Performing complex program development within the team’s development environment

• Providing project support by analyzing and researching problems, assisting the team lead, architect and fellow team members with technical problems, and performing ad hoc requests as needed

 


This position will report to the agency’s Mainstreet Center location in Richmond, Virginia.

This position is eligible for a hybrid telework schedule once fully trained. The weekly schedule after training would be Monday and Friday telework and Tuesday, Wednesday and Thursday in office.

The anticipated hiring salary is $123,000 commensurate with experience.

Minimum Qualifications

 

Knowledge and experience with .NET programming, for example: VB.NET, C#, the .NET Framework and Visual Studio

Knowledge of scripting languages such as Powershell, Javascript and VB Script

Proficiency in Database technologies, Microsoft SQL Server, Oracle SQL or NoSQL, and minimum knowledge to troubleshoot database server issues

Excellent understanding of software engineering, object-oriented programming, and agile methodology and best practices

Knowledge of DevOps, GitHub, Jira, or any software that deals with developer collaboration of projects

Ability to perform systems analysis, design, and development with regard to the Systems Development Life-cycle or SDLC

Ability to troubleshoot application server issues (for example IIS, JBOSS, Apache Tomcat, NodeJS)

 

 

Additional Considerations

Hands-on experience with serverless platforms with AWS Lambda, Azure Functions, or Google Cloud Functions

Experience developing custom integrations with other systems using web services, ETL processes and custom reporting.

Experience with Document Management Systems such as Hyland OnBase, Documentum, FileNet as well the ability to develop solutions that enhance document classification and recognition, delivering new levels of automation, efficiency, and precision for the agency.

Experience with Remit processing and optimizing processing workflows by electronically identifying, capturing, validating, and updating data whether electronic or paper form.

Experience working in governmental and / or financial agencies
