This position has a hybrid work schedule with three days/week working in the office in downtown Richmond, VA.
The Department of Accounts (DOA) seeks a financial professional to work in the Compliance Oversight and Federal Reporting unit as a Federal Reporting Compliance Analyst.
DOA’s mission is to provide a uniform system of accounting, financial reporting, and internal control adequate to protect and account for the Commonwealth’s financial resources, while supporting and enhancing the recognition of Virginia as the best managed state in the union.
Job Duties
This unit ensures compliance with Federal and State laws and policies including the Commonwealth’s Agency Risk Management and Internal Control Standards (ARMICS), Commonwealth Accounting Policies and Procedures (CAPP), best practices surrounding governmental accounting and reporting to include general ledger oversight and compliance with Financial Reporting Directives. The unit is responsible for all Federal Reporting including the Schedule of Expenditures of Federal Awards (SEFA), Cash Management Improvement Act (CMIA), Statewide Indirect Cost Allocation Plan (SICAP) as well as coordination over reporting and resolution of audit findings. The unit manages the Commonwealth’s single vendor database including compliance with all applicable state and federal laws. The functions include daily weekly, monthly, quarterly and annual analyses and reconciliations; conducts Quality Assurance Reviews; and prepares mission critical federal reports.
This position supports DOA with state and federal reporting requirements within the Compliance Oversight and Federal Reporting Unit. Ensures compliance with state and federal reporting requirements; prepares schedules to maintain compliance with the Code of Federal Regulations; compiles federal grant information for inclusion in the SEFA annually; prepares the annual federal and full costing statewide cost allocation plans; compiles the federal repayment schedule; functions as data custodian for CAPPS and SEFA; and provides support for other functional areas within the Reporting Compliance Unit.
May be required to perform other duties as assigned and may work after hours on occasion to support business unit demands.
Minimum Qualifications
Experience in finance, accounting, business, or related field required.
Advanced Excel knowledge and skills required.
Knowledge of governmental compliance requirements; and accounting, reporting, and procedures. Strong verbal and written communication, financial analysis, and computer skills.
Demonstrated ability to implement guidelines, procedures, policies and reporting practices; analyze and resolve complex problems; effectively communicate verbally and in writing; organize, prioritize, and complete complex financial/accounting analysis; research and interpret regulatory guidelines; demonstrate integrity and respect for others; and professionally correspond with and maintain a positive working relationship with federal and state organizations.
Additional Considerations
Considerable knowledge of federal regulations regarding cost and interest calculations relating to state and local governments preferred.
Experience with federal reporting requirements associated with Single Audit Reporting, Indirect Costs Plans, and CMIA.
Progressive experience in federal and/or state compliance reporting.
Certification in a financial/accounting field preferred.
