The DGS Office of Procurement Services (OPS) is hiring for a Procurement Officer. OPS supports DGS and other state agencies' strategic plans, missions, objectives and by providing consistent and accurate guidance pertaining to current procurement laws, regulations, policies, and procedures which results in a timely and cost-effective procurement of non-professional services and a wide range of complex goods. As part of the OPS team, this Procurement Officer will be responsible for procuring goods and non-professional services for Divisions at DGS.
Job duties include, but are not limited to:

Procure goods and nonprofessional services as assigned through competitive sealed (IFB) or unsealed bidding and sole source methods in a competent and professional manner consistent with the VPPA, APSPM, VITA Buy IT Procurement Manual, and DGS policies and procedures.

Assist Procurement Management in competitive negotiation (RFP) and emergency procurements for goods and services.
- Analyze purchasing data and requirements prior to issuance of solicitations, drafting contracts, contract modifications, etc., and recommend more cost-effective means of obtaining required goods and services where applicable.

Administer and oversee assigned contracts, including taking appropriate renewal or modification actions.

Research and review contracts to determine contractual compliance and take appropriate action to address vendor performance or compliance issues.

Act as liaison between the departmental contract administrator, end user, and vendor to resolve contractual or invoicing disputes.

Initiate immediate action to correct deficiencies and document files as required, ensuring all actions are annotated in Contracts and Procurement Files as established within DGS policy and procedures.
This position will be located in Richmond, Virginia and must report on-site. This position is eligible for a hybrid telework schedule (telework up to 2 days/week) upon completion of an approved telework agreement.

Ability to perform procurement transactions quickly and accurately while maintaining consistent high standards of form, content, and outcomes that meet the expectations of all stakeholders.

Knowledge of procurement policies and procedures.

Experience working with an automatic procurement system, e-procurement, and/or electronic ordering system.

Skill and experience using Adobe and Microsoft Office Word, Excel, and PowerPoint.

Additional Considerations

Virginia Contracting Associate (VCA) certification. Candidates who do not already have this certification will be required to obtain one within one year of employment.

Knowledge of the Virginia Public Procurement Act (VPPA), DGS/DPS Agency Procurement & Surplus Property Manual, and VITA Buy IT Procurement Manual.

Experience executing procurements for goods and services.

Experience with term contract management.

Experience resolving contract disputes.

Experience leading negotiations.

Experience using the eVA procurement software.

Knowledge of the Commonwealth’s SPCC program.
