Job Duties
The Department of Behavioral Health and Developmental Services’ (DBHDS) Office of Licensing (OL) is seeking a qualified individual to serve as part of the Specialized Investigation Unit “SIU” within the Northern Virginia Area (Region 2). This position is responsible for utilizing consistent statewide criteria to conduct investigations and for the completion of investigations. Investigator Specialist works with the OL Incident Management team and Licensing Specialists to determine when an incident, complaint or information may require an investigation to be completed, consistent with regulatory requirements and internal protocols.
Additional responsibilities include:
• Prioritizing investigations and meeting established expectations regarding timely completion of investigations per OL protocols.
• Consistently utilizing a standard template for investigations.
• Ensuring that all required investigation documentation is submitted within the established timeframes.
• Assisting the Licensing Investigation Manager on any death reviews conducted by Independent Reviewers, to ensure all information is provided within the required timeframes.
• Ensuring coordination, where applicable, with other teams, such as IMU team, specialists, and other offices, such as the Community Integration Team, CRCs, Office of Integrated Health and Office of Human Rights.
• Assisting OL by meeting established outcomes, within the assigned timeframes and assisting with investigation departmental trainings.
Minimum Qualifications
• Knowledge of appropriate care and treatment, and current standards of accepted practice, in the care of individuals with mental illness, intellectual disability, substance abuse and developmental disabilities.
• Experience with conducting thorough investigations for the developmental disability, mental health, and substance abuse populations.
• Skill in interpreting statues, regulations, policies, and standards.
• Ability to independently formulate solutions and recommendations based on analyses/evaluations and to communicate verbally and in writing.
• Skill and ability to communicate effectively with all levels of para-professional and professional staff to include direct care workers, supervisors, managers, medical staff and CEO’s.
• Ability to consult with and coordinate regulatory actions with other healthcare and regulatory organizations.
• Ability to consult with other offices of this and other Departments that serve individuals with mental illness, intellectual disability, substance use disorders and developmental disabilities regarding acceptable standards of practice.
• Ability to independently prioritize and manage workload activities and schedule.
• Experience in clinical, administrative, and quality assurance.
• Knowledge of the principles and practices of root cause analysis, risk management and continuous quality improvement.
• Ability to multi-task, implement directives, and meet established timeframes for completion of tasks.
• Ability to implement organizational change while maintaining positive and forward-thinking behaviors.
Additional Considerations
• Specialized knowledge of the services licensed by the OL.
• Experience in a healthcare profession, behavioral profession, and/or law enforcement profession and experience in developmental disabilities.
