Richard Bland College (RBC) is a two-year, residential, liberal arts transfer institution that focuses on preparing students for transfer to highly ranked colleges and universities. The College is a hidden gem located outside the Tri-Cities region—and its rural setting featuring 750+ acres of wetlands, bucolic forest, and the state’s oldest and largest pecan grove.

RBC is seeking a highly experienced and strategic law enforcement professional to serve as Deputy Chief of Police. Reporting directly to the Director of Campus Safety and Chief of Police, this leadership role is responsible for managing daily police and security operations, including patrol scheduling, investigations, and campus safety initiatives. The Deputy Chief will support the development and implementation of comprehensive crime reduction strategies, ensure compliance with federal and state reporting requirements, and oversee staff training, performance evaluations, and disciplinary processes.

This position plays a critical role in maintaining a safe and secure campus environment by advising on infrastructure improvements, policy development, and resource allocation. The Deputy Chief also serves as a liaison to external agencies, including the Commonwealth’s Attorney and the College’s Title IX Coordinator, and leads major investigations involving criminal and administrative incidents on campus.

Job Responsibilities include but are not limited to:

• Advise the Chief of Police on resource allocation to ensure campus safety.
• Support development and revision of departmental goals and operational objectives.
• Collaborate with Records Manager to maintain databases for internal analysis and compliance reporting (UCR, Clery Act, Title IX).
• Oversee the record management system for accurate incident reporting and timely updates to leadership.
• Recommend improvements to campus safety infrastructure (lighting, alarms, security systems).
• Contribute to policy development and dissemination of legal and procedural updates.
• Ensure consistent performance evaluations and disciplinary processes under Chief’s direction.
• Manage police training and staff development in alignment with state and institutional standards.
• Provide input on hiring, promotions, assignments, and disciplinary actions.
• Plan and direct traffic control and staffing for campus events and peak periods.
• Lead major criminal and administrative investigations; coordinate with legal and Title IX offices.
• Oversee campus security operations, including hiring, training, and supervision of safety officers.
• Serve as incident commander during emergencies and special events; manage scene and communications.
• Transition to unified command when necessary; issue timely emergency notifications.
• Act as a permanent member of the College’s Threat Assessment Team and initiate team notifications.
• Assume command in Chief’s absence and manage departmental accreditation efforts.
• Conduct annual performance evaluations for police operations staff.
• Develop and implement functional work schedules to maintain campus security.
• Provide budget recommendations and justifications to support police operations.
• Ensure timely and accurate crime data reporting to state and federal agencies.
• Apply CPTED principles to recommend environmental safety improvements.
• Serve as department training officer; ensure completion of mandatory academy training.
• Lead recruitment processes and recommend qualified candidates for selection.
• Manage Campus Security Officer program, including staffing and supervision.
• Act as chief investigator for criminal and administrative cases.
• Maintain on-call availability and issue emergency notifications in coordination with the Chief.
• Must have excellent verbal and written communication skills.
• Must have good organizational and interpersonal skills.
• Must have knowledge and understanding of the National Incident Management System (NIMS) or Incident Command System (JCS) and the four phases of Emergency Management.
• Must have demonstrated ability to handle multiple tasks simultaneously.
• Must have demonstrated ability to make sound judgments and decisions.
• Must have the ability to work in a multiethnic and multicultural environment with students, faculty and staff.
• Must have working Knowledge and understanding of the Jeanne Clery Campus Safety and Security Act.
• Must have demonstrated experience working in and fostering a diverse faculty, staff, and student environment or commitment to do so as a faculty member at RBC.
• Must have demonstrated ability to communicate effectively, orally and in writing, with a diverse population of faculty, staff and students utilizing a high level of interpersonal skills, and customer service principles.

Minimum Qualifications

• Currently certified as a law enforcement officer with the Commonwealth of Virginia with considerable experience.
• Must have law enforcement supervisory/management experience with a rank of Sergeant or higher.
• Certifications of FEMA I00, 200, 700 are required.
• Experience as a general investigator with additional significant experience in the specific area of sexual assault.
• Experience in developing broad plans and programs requiring a high degree of coordination, communication, and implementation among various groups and departments.
• Ability to work a flexible schedule that may include evening and weekend assignments.
• Experience preparing and managing a departmental budget.

Additional Considerations

• Bachelor’s degree from an accredited college or university, or equivalent with experience.
• Experience in the higher education environment.
