Job Duties:

The CWDD Manager serves as the Superintendent’s Designee for Virginia Department of Education (VDOE) State Operated Program (SOP) and special education compliance, including teacher licensure requirements. This role ensures that WWRC’s workforce preparation services meet or exceed Workforce Innovation and Opportunity Act (WIOA) and Virginia Works performance standards while fostering innovation, community integration, and strong outcomes for vocational rehabilitation participants.

Job responsibilities will include but are not limited to:

Strategic Leadership and Program Oversight

• Collaborate with all relevant stakeholders to address in a timely manner any identified gaps in census/utilization targets, including program development or discontinuation.
• Lead the planning, delivery, and evaluation of PERT, Vocational Evaluation, and Vocational Training programs in alignment with WIOA, SOP, and Virginia Works requirements.
• Ensure programs reflect industry needs, labor market trends, and participant goals, integrating community-based training, pre-apprenticeships, and apprenticeships.
• Monitor and achieve performance metrics including program utilization, participant completion, credential attainment, and employment placement.
• Collaborate with internal data partners to identify and track performance measures to enable data-informed decision-making across all areas of CWDD.
• Actively engage the WWRC Managers and Marketing Teams, DARS/DRS District Managers, Business Development Managers and Employment Service Teams, Virginia Department of Education (VDOE), and other WIOA partners in outreach initiatives that facilitate a steady flow of consumers utilizing WWRC.

Workforce and Community Partnerships

• Build and maintain strong relationships with employers, workforce agencies, education providers, and other WIOA partners.
• The individual is responsible for providing marketing and outreach—referral development, marketing, and outreach.
• Expand opportunities for participants through work-based learning, corporate partnerships, pre-apprenticeships, and registered apprenticeships.
• Represent WWRC in statewide workforce development initiatives and serve as a liaison to VDOE SOP leadership.

Performance Management and Continuous Improvement

• Use data-driven decision-making to assess program performance and implement improvement strategies.
• Lead professional development initiatives for staff to ensure instructional quality and service innovation.
• Promote excellence, accountability, and a high-performance culture across the division.

Administrative and Compliance Functions

• Manage budgets, cost codes, procurement, and fiscal compliance in accordance with Commonwealth and agency policies.
• Ensure SOP compliance in curriculum, instruction, assessment, and staffing requirements.
• Conduct routine and customized tours for the agency and workforce/education/business partners that promote the availability, accessibility, and quality of WWRC assessment, transition, and workforce preparation/training services.

Minimum Qualifications:

• Master’s or post-graduate degree in Special Education, Vocational Rehabilitation, Career and Technical Education, or related human services field.
• Valid Virginia Postgraduate Professional License (or eligible) with endorsement in Administration and/or Educational Leadership.
• Demonstrated leadership in education, workforce development, or vocational rehabilitation settings.
• Experience managing multi-disciplinary teams, developing strategic initiatives, and driving measurable performance outcomes.
• Strong skills in partnership building, systems change, fiscal management, incubation and evaluation of new services, and effective communication with diverse stakeholders.

Additional Considerations:

Training in Career and Technical Education, Vocational Special Needs Education, or closely related field. Extensive experience in administration and supervision of an educational or rehabilitation institution.
