About the Agency:

The Virginia Department of Military Affairs State Team provides professional and responsive state support functions to the Adjutant General of Virginia, the Virginia National Guard, the Virginia Air Guard, and the Virginia Defense Force in order to ensure their ability to support and defend the United States and the Commonwealth of Virginia.

Purpose of Position:


To provide Geographic Information Systems (GIS) guidance and support to the Virginia Department of Military Affairs Environmental Office. Individually or as part of a team, performs site surveys for Virginia Army National Guard using Global Positioning System (GPS) hardware and software; processes collected data for entry into GIS database using GIS software; maintain metadata for all models based on GPS and other survey data. Updates GIS data as policies of Virginia Army National Guard properties and training areas change over time and assures both currency and accuracy of data for use in management and reporting activities. Acquires data from outside sources (aerial photographs, section maps, topographical surveys, etc.) for use in GIS projects and also monitors any contracted GIS data for accuracy, completeness, and adherence to standards.

This position is limited to one (1) day of telework per week, and is subject to change based on the agency head and Governor of Virginia.

Minimum Qualifications

Must be familiar with the most current version of Environmental Systems Research Institute (ESRI) Arclnfo Desktop GIS and ArcGIS Pro;

Must be proficient with Spatial Data Standard for Facilities Infrastructure and Environment (SDSFIE) and the Federal Geographic Data Committee (FGDC) Content Standard for Digital GeoSpatial Metadata (CSDGM);

Experience managing GIS data for development of model building, allowing for display in web-based and desktop GIS applications;

Excellent skills in communication, fiscal management, and project management to include the ability to coordinate between multiple stakeholders;

Experience as a GIS technician/specialist utilizing ESRI GIS software required as well as experience in geography, cartography, and geoscience;

Advanced knowledge and skills in geospatial applications; in remote sensing; in the use of computers for digital imaging and GIS processing, analysis, visualization and/or digital cartographic techniques;

Experience with Microsoft 365, including Microsoft: Word, Excel, Access, and PowerPoint;

Must have-and maintain a valid Virginia Driver's License.

Additional Considerations

Experience with web applications such as ArcGIS API for FLEX/Javascript and working knowledge of Python (Arcpy), Model Builder, SQL, Lidar, ArcObjects, and Spatial Analyst a plus.
