Job Duties:
The mission of the Finance Division is to provide exceptional customer service, build strong partnerships with DARS and the DSAs while creating innovative ways to deliver support to our partners and stakeholders, promoting excellence in our work product by fostering a team of high performing professionals while adhering to policies and procedures and upholding our roles as prudent financial stewards of public funds.
We are seeking a Payroll Accountant Senior to ensure the accurate and timely processing of payroll for nearly 1,600 salaried and hourly employees across six agencies (DSAs) while adhering to established federal and state policies, procedures, and regulations.
- This role involves reconciling complex payroll and deduction registers with the corresponding payment and deduction documentation.
- Additionally, the position is responsible for health care reconciliations, managing garnishments, adjusting payroll transactions, and handling tax liens.
- The Payroll Accountant collaborates with all units within the Finance Division and Human Resources on payroll transactions.
- This position requires maintaining confidentiality while addressing payroll inquiries from employees and providing exceptional customer service.

Minimum Qualifications:
The ideal candidate will have:
Knowledge/Experience:
- Training in or applied work experience in payroll accounting in a large public agency environment.
Abilities/Skills:
- Demonstrated ability in all payroll-related areas, including but not limited to healthcare/benefits, special payrolls, garnishments, vouchers related to payroll/suspense account activity, retirement/VNAV/VRS requirements, and taxes.
- Demonstrated ability to handle multiple functions, to analyze/interpret and apply financial regulations, accounting methods, policies, and procedures; to meet deadlines; to analyze and solve complex problems; to prepare complex spreadsheets, financial reports, and statements; and to work in an automated environment.
- Ability to interpret and implement federal and state employment laws, policies, and regulations related to salaried and wage employee pay.
- Interpersonal and communication skills and the ability to work effectively and exercise a high degree of diplomacy, discretion, and collaboration in dealing with a variety of stakeholders at all levels.
- Skilled in the use of Oracle (or similar financial software database).
- Microsoft 365 - Proficient with Excel (pivot tables, vlookups, macros, etc.) for efficiency in extracting data, data manipulation, and analyzing data.
- Ability to provide sound guidance and direction to agency leadership.
- Ability to assist agency personnel in the resolution of payroll-related questions.
- Extreme attention to detail and data entry accuracy
