Job Duties
We are seeking an energetic team member to join our public health team for a full-time
classified Fiscal Technician specializing in Accounts Payables and Procurement. The
base office location for this position is the Frederick County/Winchester Health
Department. This person will be an integral part of our administrative team by exhibiting
well-developed computer skills, ability to prioritize work and multi-task, exhibit excellent
customer service skills, and work well in a team atmosphere. This position is Monday
through Friday, 8:00am-4:30pm with occasional evening and weekend work providing
community outreach events. This position will support the administrative functions of the
entire district; officed at 10 Baker Street in Winchester, Virginia 22601.
Performs fiscal, bookkeeping and accounting-related duties associated with
maintenance of fiscal information, following established procedures in support of a
district’s or office’s administrative operations. Exercises discretion and judgement to
classify, proof and post transactions to journals and ledgers; takes trial balances,
reconciles accounts, maintains control accounts to compare expenditures to budgets.
Prepares fiscal summaries and reports.
1. Billing/Accounts Receivable
• Processes accounts receivable invoices, vendor payments, agency to
agency payments and other transactions and enters transactions into
financial database
• Reviews bills and other fiscal documents for accuracy before processing
and/or sending
2. Voucher Processing
• Reviews, sorts and processes incoming documentation related to invoice
processing for accuracy
• Codes, processes, batches and reconciles vouchers
• Assigns voucher number and logs voucher information into assigned
database
3. Records Maintenance
• Files assigned fiscal documents and reports, including payments, deposits,
reconciliation files, etc. and ensures naming convention is consistent with
information keyed into financial systems and other respective databases
• Maintains files and records within established records maintenance
procedures and guidelines
4. Other Duties
• May be required to perform other duties; may include functions in
support of an emergency declaration

Minimum Qualifications
• Working knowledge of accounting and bookkeeping standards
• Skill and experience with Microsoft applications to include Excel, Access and Word
• Working knowledge and ability to use accounting and/or similar batch type systems
• Strong organizational, billing customer service and data entry skills
• Ability to prepare, file and reconcile data
• Experience processing vouchers
Additional Considerations
• Working knowledge of the Commonwealth Accounting System (Cardinal)
• Knowledge of state accounting policies and procedures
