The DGS Division of Purchasing & Supplies (DPS) is hiring for a Level I eVA Business Support Analyst to provide excellent, effective, and accurate customer service to our eVA customers. DPS facilitates and ensures that every public body in the Commonwealth is able to purchase the highest quality materials, equipment, supplies, printing, and non-professional services at a reasonable cost and ensures that all procurement procedures are made in conformity with the Code of Virginia.

As part of the eVA Billing & Collections team, the Level I eVA Business Support Analyst will support DPS by performing impeccable customer service via phone, email, and physical mail to support the eVA Billing & Collections Manager in the timely invoicing and collection of eVA Fees from agencies and vendors.

Job duties include, but are not limited to: 

  • Applying basic procurement knowledge set forth in the eVA Vendor Registration Agreement and in the Agency Procurement & Surplus Property Manual (APSPM) in order to review, research, and provide timely resolutions to customer care issues related to eVA fees, eVA invoices, and eVA customer billing accounts.
  • Reviewing, addressing, and deleting voicemails for the eVA Billing & Collections phone line.
  • Documenting and updating Issuetrak tickets with all email and verbal correspondence between vendors and agencies for audit and historical reference.
  • Updating documentation within customer accounts in eVA Billing for any fee disputes, DSO claims, delinquent accounts, or policy interpretation issues.
  • Managing returned and miscellaneous mail and assisting the eVA Billing & Collections Manager with updating Collection Module information.
  • Assisting the eVA Billing & Collections Manager with monthly mailing of invoices and yearly DSO tax refiling schedule permitting.

This position is located in Richmond, Virginia and eligible for a hybrid telework schedule (telework up to 2 days/week) after the completion of a Telework Agreement.

Minimum Requirements

  • Customer service experience.
  • Experience with administrative/office work, such as filing and data entry.
  • Familiarity with contracts, terms, and conditions.
  • Experience performing maintenance on customer accounts.
  • Experience with office automation products, including word processors, spreadsheets, and email.
  • Excellent verbal and written communication skills, including the ability to communicate and work effectively with fellow employees, all levels of management, government officials at all levels, and vendors.
  • Ability to apply oral and written policies, procedures, and instructions.
  • Ability prioritize and reprioritize work in a fast-paced environment.
  • Demonstrated strong interpersonal skills.

Additional Considerations 

  • Virginia Contracting Associate (VCA) certification.
  • Knowledge of procurement and contracting laws and standards, including the APSPM.
  • Experience providing customer care in a billing, delinquent account, or collections environment.
  • Experience working at a contact center or call center.
  • Experience with procurement.
  • Experience with eVA Procurement software.
  • Experience using help desk call logging systems or issue tracking software to manage and resolve inquiries.
  • Experience documenting user or system issues and escalating to appropriate support manager.
