The DGS Division of Purchases & Supplies (DPS) is hiring for a Procurement Management Account Executive to provide technical consulting services, training, guidance, and recommendations to state agency procurement officers and senior agency leadership to improve procurement-related operations for non-technology, non-professional service procurements.
DPS facilitates and ensures that every public body in the Commonwealth is able to purchase the highest quality materials, equipment, supplies, printing, and non-professional services at a reasonable cost and ensures that all procurement procedures are made in conformity with the Code of Virginia. As part of the Policy, Consulting, & Review (PCR) team, the Procurement Management Account Executive will support DPS by conducting procurement management reviews, providing procurement consulting and assistance, and providing consulting and assistance with DGS's statewide electronic procurement system and program (eVA). They will reengineer business approaches between customers and vendors to best utilize eVA and other best practices to increase efficiency and reduce costs, improve client service outcomes, and promote compliance with state procurement law.
Job duties include, but are not limited to:
- Conduct procurement management reviews, to include compliance and eVA set-up/usage reviews, and prepare accurate, well-written formal procurement management review reports.
- Recommend cost savings/avoidance initiatives, quantify savings where possible, and recommend ways to improve utilization of eVA and leverage capabilities to improve procurement compliance.
- Manage and conduct high risk contract reviews as assigned.
- Provide procurement and eVA consulting and assistance to all assigned Agency accounts.
- Conduct Agency Visits to assigned agency/client accounts to establish and/or maintain relationships with agency procurement staff and leadership, consult on procurement best practices, and provide procurement and eVA training, as needed.
- Develop, update, and/or conduct training classes and workshops within the Commonwealth.
This position is located in Richmond, Virginia and eligible for a hybrid telework schedule (telework up to 2 days/week) after the completion of a Telework Agreement.

Minimum Requirements
- Valid Driver's license (or the ability to attain one within 60 days of hire).
- Extensive knowledge of public procurement policies, regulations, and procedures.
- Experience executing highly complex procurements using Requests for Proposals and Invitations for Bids.
- Considerable experience working with eProcurement platforms.
- Extensive knowledge of the entire contract life-cycle, from creation to close-out, including the ability to develop and administrate complex contracts.
- Experience analyzing, interpreting, and implementing policies/policy updates.
- Experience leading complex project teams and improving business processes.
- Advanced data analysis skills, including data collection, research, and quantitative analysis.
- Excellent problem identification and problem solving skills.
- Excellent interpersonal skills, including the ability to promote teamwork, motivate, mentor, and train others.
- Demonstrated ability to manage time wisely, function independently, and successfully handle multiple priorities in a fast-paced, stressful environment.
- Excellent communications skills resulting in positive, helpful, effective oral and written communications, including writing reports.
- Skills with word processing software, spreadsheets, and presentation software.

Additional Considerations
- Virginia Contracting Officer (VCO) certification. Candidates that do not have this certification will be required to obtain it within one year of hire.
- Virginia Contracting Master (VCM) certification.
- Virginia Construction Contracting Officer (VCCO) certification.
- Certified Public Purchasing Officer (CPPO) and/or Certified Public Purchasing Buyer (CPPB) certification.
- Experience with Virginia public procurement policies, regulations, and procedures, including the VPPA and APSPM.
- Experience using the Department of General Services’ statewide electronic procurement system and program (eVA).
- Experience with Virginia’s legislative process including review and detailed analysis of proposed legislation.
- Experience advising, assisting, and building relationships with client agencies.
