State Disbursement Unit (SDU) is currently seeking a Payment Processing Supervisor to oversee the Child Support Payment Processing Receipts Unit. This position reports to the SDU Payment Processing Manager to over 1 million transactions totaling an estimated of 20 million dollars in annual check receipts that are received and imaged; maintain audit trail; timely and accurate posting and depositing of funds; ensure compliance with applicable federal and state laws, regulations and policies and the work of the unit is accurate, complete and in compliance with standards and procedures.
This position supervises administrative and financial services staff that perform a variety of tasks associated with the receipt, imaging, identification, entry, deposit, reconciliation, research, and/or quality control of child support payments and related documents. Ensures corrective actions are taken to process, document and audit financial adjustments. Reviews, processes and controls work products and associated records in compliance with generally accepted accounting principles, as well as state and federal laws and departmental policies. Recommends and monitors audit trails and other accountability records. Establishes processes and training on related payment processing functions. Coordinates and facilitates training, as needed, for new staff and ongoing developmental instructions. Assists with the reconciliation of daily child support payments from receipt to entry and bank deposits and provides direct support to the Division of Business Operations as well as Divisions within the State Programs portfolio as necessary.
Minimum Qualifications
Working knowledge of Generally Accepted Accounting Principles (GAAP), governmental accounting standards, financial systems, and accounting ledger and journals.
Demonstrated ability to research and analyze financial data for consistency with procedures and regulations.
Demonstrated ability to adapt accounting principles and methods to a variety of fiscal and/or budgetary needs; and process transactions with a high degree of accuracy.
Demonstrated ability to supervise and establish work standards for others.
Demonstrated ability to evaluate work processes and apply innovative ideas and solutions to improve efficiency.
Demonstrated ability to communicate effectively orally and in writing; provide customer service; collaborate with others; and to establish a cohesive working relationship with stakeholders to achieve goals.
Strong computer skill in use of MS Office, financial systems, and databases.
Additional Considerations
Training or coursework in accounting, finance, auditing, bookkeeping, business or public administration, or related field.
Considerable work experience with accounting, auditing, bookkeeping, or debt collection, and the preparation of financial reports.
Work experience in a lead or supervisory role in Child Support Enforcement or government accounting.
