Job Duties

The Virginia Department of Motor Vehicles is seeking a Print Services Manager for a position with its Printing Services department in Richmond, Virginia.

The Printing Services Manager leads the Print Services subdivision within Administrative Services, reporting to the Administrative Director or, in their absence, the Assistant Commissioner. This role oversees a team of staff members, managing high-volume printing, mailing, and distribution operations critical to the DMV’s mission. The manager ensures seamless workflow, compliance with federal and state regulations, and the timely delivery of essential documents, while driving operational efficiency, fostering team development, and maintaining service quality standards.

The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. Minimum Qualifications

• Comprehensive understanding of print production workflows, including setup, operation, quality control, and troubleshooting of high-speed printers.
• Knowledge of state and federal compliance regulations, including OSHA standards, document security policies, and building codes.
• Knowledge of project management principles, including resource allocation, timeline management, and procurement.
• Advanced troubleshooting expertise for high-speed printers, mailing systems, and offset presses.
• Advanced proficiency in supply chain and inventory management systems for tracking and procurement.
• Expertise in process improvement techniques for operational enhancements and workflow efficiency.
• Expertise in preventative maintenance scheduling and equipment optimization for operational continuity.
• In-depth expertise in mainframe systems like TSO and batch processing routines for workflow management.
• Proficiency in Adobe Creative Suite (Photoshop, Illustrator) for design, prepress, and production optimization.

Additional Considerations

• Familiarity with DMV systems such as OnBase, JES2, NJE and DMV-specific processes for job tracking and compliance monitoring.
• Knowledge of DMV decal specifications and production standards for accurate and high-quality outputs.
• Strong budget management skills, including oversight of transactions, leases, and cost control.
