We’re seeking a Human Resources professional who is not only detail-driven but also a fast learner ready to support and enhance our HR operations. In this role, you’ll play a key part in ensuring smooth HR workflows, maintaining compliance, and delivering exceptional service to employees and leadership alike. This position is eligible for local government salary supplement bringing the hiring maximum salary up to $100,500/year to commensurate with relevant experience.

Alexandria Health Department (AHD) is one of 35 health districts in Virginia. As part of the Virginia Department of Health, AHD serves the residents, businesses, and visitors of Alexandria and works closely with the City of Alexandria and community partners to achieve its mission and vision. The HR Analyst independently performs HR functions including ER, Recruitment, Compensation, Benefits, and Transactions by performing analysis of trends, data, and jobs; interpreting and applying policies, procedures, and regulations; and providing consultation in support of a district or office. Incumbent addresses all actions associated with recruitment, selection, pay determination, documentation, benefits administration, FLSA, classification, and performance management. Prepares and submits personnel transactions and associated paperwork for review by the manager in the personnel tracking system. Responds to FOIA inquiries, provides outplacement assistance to staff, makes recommendations, and implement district or office processes. Tracks the development and maintenance of Employee Work Profiles, performance actions, and grievances. Develops district training plan & needs assessment. May conduct HR training & orientation for employees with pre-established training and orientation materials. May support onboarding processes for contractors or serve as a liaison between the contracting agency and contractor for onboarding processes.

Minimum Qualifications

• Working knowledge of human resource programs, regulations and guidelines;
• Working knowledge and demonstrated experience working with recruitment and selection techniques and strategies, and classification and compensation practices;
• Knowledge and experience working with benefits and the processing of personnel transactions;
• Ability to interpret and apply applicable policies and procedures;
• Ability to prepare, process, track and file a large volume of employment and position transactions;
• Strong computer, oral and written communication, and organizational skills;
• Ability to manage competing priorities and meet deadlines;
• Ability to maintain confidentiality

Additional Considerations

• Experience/training in Human Resources, Business or related field;
• Knowledge of state recruitment system (PageUp);
• Working knowledge of DHRM Human Resource policies & procedures;
• Experience with FMLA and disability benefit administration;
• Experience with performance management and employee relations management
