Job Duties
Western State Hospital is seeking a full time Financial Manager I to manage managing cashiering, special disbursement, accounts payable and general ledger functions for Western State Hospital (WSH) and the Commonwealth Center for Children and Adolescents (CCCA). This position will also schedule workload, to ensure that financial payment and eVA procurement transactions are processed, approved, accurately recorded, and timely within guidelines as established by the CFO, State Comptroller, Agency Procurement and Surplus Property Manual and DBHDS Central office; assist the CFO in developing and implementing fiscal policy and procedures; preparation of financial statements and ensures that financial transactions are recorded in compliance with governing regulations and fiscal statutory regulations; maintenance of fiscal integrity and accountability; provide direct supervision and assistance to supporting staff; serve as a fiscal liaison with business partners within and outside of the hospital and DBHDS; and serve as project lead for accounting system implementation and changes.
The Financial Manager I will also ensure the requirements of the performance planning and evaluation system are met, and evaluations are completed by established deadlines with proper documentation; provide support and supervision to employees who are responsible for cash receipts, cash disbursements, small and recording of financial transactions for the hospital and state; ensure staff are cross trained, receive frequent, constructive feedback, and interim evaluations as appropriate; FMS and Cardinal reports are generated and distributed as required by management monthly, annually, and as requested; coordinate annual 1099 reporting and vendor file throughout the year; and review account coding and distribution of small purchase card account reconciliations, Anthem billings, etc.

Minimum Qualifications
- Graduation from a College or University with a business degree, or an equivalent combination of training or experience indicating the ability to perform the function of this position.
- Substantial experience in accounting often gained through Hospital, Government or Private Sector Accounting experience
- Supervisory experience at these levels and ability to supervise, train and direct the work of supporting staff and adapt to a changing environment.
- A high level of accounting knowledge and experience is required to handle the assortment of accounting tasks
- Significant experience in analyzing and processing data in automated accounting system
- Ability to identify variances; perform completeness checks; research and resolve exceptions; compile assemble financial data for reporting; work independently; and give appropriate feedback based on State, Federal and Hospital policy
- Proficient in using MS office products (Word, Excel, Access, Outlook, etc.)
Additional Considerations
- Experience with Commonwealth of Virginia statewide financial procedures and policies, Cardinal, DBHDS FMS
- Focused experience in one or more of the following areas: accounts payable, revenue, accounts receivable, general ledger, inventory, patient funds
- Experience with accounting system implementations and upgrades or other data driven implementations such as timekeeping
- Professional licensure such as CPA, CGFM, CIA or audit experience
- Bilingual
- Veteran or veteran spouse
