DGS’s Office of Information Systems and Services (ISS) is a customer-focused organization whose primary responsibility is to provide technology solutions and support to facilitate the success of our agency and its customers. Our ISS team is seeking an experienced Senior Database Administrator to play a vital role in maintaining the reliability, performance, and security of our enterprise database systems. This position is essential to supporting DGS's mission-critical operations and strategic initiatives.

This position is responsible for the administration, maintenance, and strategic planning of enterprise Oracle and SQL Server database environments to ensure high availability, performance, and security. Duties include, but are not limited to:

  • Installing, configuration, upgrading, and performing performance tuning for Oracle and SQL server database.
  • Developing and implementing robust database backup, recovery, and disaster recover procedures.
  • Ensuring database security and configuration compliance with all agencies, state, and federal policies.
  • Collaborating with application development teams on data modeling, design, and testing for new solutions.
  • Providing Linux system administration services and on-call support for critical database systems.
  • Developing and enforcing data standards and guidelines and on-call support for critical database systems.
  • Creating and maintaining comprehensive documentation for all database configuration and operational procedures.

This position will be located in Richmond, Virginia and must report on-site. This position is eligible for a hybrid telework schedule (telework up to 2 days/week) upon completion of an approved telework agreement.

Minimum Qualifications:

  • Advanced-level expertise with Oracle 19c or 23ai database installation, configuration, upgrades, patching, performance tuning and troubleshooting.
  • Deep understanding of database design, data modeling, coding standards, testing, and full development lifecycle best practices. 
  • Proven experience designing, configuring, and supporting Oracle RAC environments and cluster-based high-availability solutions.
  • Strong proficiency in Linux system administration, including performance monitoring, resource optimization, and integration with enterprise environments.
  • Extensive experience implementing and managing enterprise-grade backup/recovery solutions, database health monitoring, and proactive performance management.
  • Hands-on experience developing and executing disaster recovery strategies, including failover to remote non-cloud environments.
  • Skilled in implementing Oracle Advanced Security features (encryption, access control, auditing) and ensuring compliance with enterprise security standards.
  • Proficiency administering SQL Server environments alongside Oracle, ensuring cross-platform support within enterprise systems.
  • Demonstrated ability to create and maintain documentation, enforce database standards, and support audit.
  • In-depth knowledge of Windows OS for enterprise troubleshooting, performance optimization, and web hosting support.
  • Strong understanding and application of enterprise change management process to ensure stability and governance
  • Proven ability to proactively monitor, troubleshoot, and tune production databases to meet SLAs (e.g., 97% uptime).
  • Ability to work with enterprise architects, security teams, system administrators, and application developers to support cross-functional database needs.

Additional Considerations:

  • Skilled at translating technical concepts for non-technical stakeholders, writing reports, and participating in audits and compliance reviews.
  • Demonstrated ability to diagnose complex database issues, recommend scalable solutions, and implement best practices.
