The Division of Finance (DOF) performs management and oversight of the annual budget and spending for VDSS. It provides guidance for the departments’ financial policies and ensures fiscal compliance with state and federal regulations. The Division of Finance is also responsible for processing financial transactions for VDSS and reporting the results of those transactions to local agencies, field offices, state, and federal entities.

We are currently seeking an experienced professional to serve as an Accountant Senior, reporting to the Accounting Manager. This position is critical to the agency and the Division of Finance’s Office of Federal and State Accounting, with major functionality in the Revenue Cash Management & State Financial Reporting Unit. The duties include:
• Responsible for maintaining and updating the VDSS accounting structure; including the chart of accounts manual and system updates in Cardinal and FAAS.
• Review and process Maintenance Request Forms (MRFs) and conduct MRF board meetings.
• Monitor financial activities and serve as cash management back-up.
• Monitor agency’s cash and appropriation balances; assist in preparing reports for the Division of Finance.
• Responsible for monthly/quarterly cash flow reporting by fund, grant, and ALN.
• Assists in interpretation and evaluation of accounting policies, and maintains procedures related to the Chart of Accounts.
• Ensure compliance with federal and state regulations as it pertains to the agency’s financial transactions and reporting.
• Provide direct support to the Division of Finance, VDSS Executive leadership as needed, other division directors, program managers, and staff as well as external partners and stakeholders.

Minimum Qualifications

•Comprehensive knowledge of Generally Accepted Accounting Principles (GAAP).
•Comprehensive knowledge of the Commonwealth Accounting Policies and Procedures (CAPP) Manual.
•Experience preparing account reconciliations, updating/maintaining spreadsheets, creating journal entries, and preparing financial reports.
•Analytical skills researching, reconciling, and evaluating accounting documents and converting financial data into complex spreadsheets.
•Demonstrated ability to interpret and apply state and federal policies and regulations.
•Working knowledge utilizing Microsoft Office (Word, Outlook, Excel) to include utilizing formulas, pivot tables, etc. to create and develop spreadsheets.
•Experience in related accounting systems (i.e., CARDINAL/FAAS - Oracle Financials) and reconciling systems data.
• Excellent customer service skills to include assisting customers and resolving problems in a fast-paced environment.
• Ability to communicate effectively and professionally, orally, and in writing.
• Ability to work independently and as a team.
• Ability to organize, plan and manage multiple tasks, prioritize workload, and ensure completion of tasks by their due date.
