The DGS Division of Purchases & Supplies (DPS) is hiring for four Procurement Compliance Account Executives (AEs) to oversee high-risk contracts, serve on the Policy, Consulting, & Review (PCR) bureau's Legislative team and Policy team, and work in tandem with assigned agencies' Procurement Management AEs to ensure compliance.

DPS facilitates and ensures that every public body in the Commonwealth is able to purchase the highest quality materials, equipment, supplies, printing, and non-professional services at a reasonable cost and ensures that all procurement procedures are made in conformity with the Code of Virginia. The PCR bureau supports this by developing and updating statewide procurement policies and procedures, conducting Procurement Management Reviews (PMRs), reviewing agency eVA configuration and compliance, and providing assistance and consulting services. The Procurement Compliance AEs support policy updates and compliance, oversee high-risk contracts, and review/approve in-process procurements as counterparts to the Procurement Management AEs.

Job duties include, but are not limited to: 

  • Serve as a reviewer/approver of in-process procurements.
  • Provide clear and concise feedback to the agencies on non-compliance noted during review and approvals, and provide honest evidence-based feedback to the agency’s Procurement Management AE about where the agencies could use additional consultation/guidance and if additional compliance measures need to be created.
  • Manage and conduct high risk contract reviews in accordance with the High-Risk Review desk reference, providing clear and concise reviews and using knowledge of procurement policy and laws to provide value added suggestions and comments.
  • Assist the agency as needed with the procurement process for the High-Risk solicitation, contract administration, renewals, and contract close-out.
  • Work with the agency’s Procurement Management AE to develop targeted training based on areas on non-compliance found during review/approvals.
  • Assist with drafting updates to the APSPM from policy changes or legislative changes, including reviewing, researching, and determining the validity of agency-suggested changes to the APSPM and assisting with drafting the Procurement Information Memorandum (PIM).
  • Track and document all actions on assigned bills during the annual legislative session, and draft Legislative Action Summaries (LAS) and Fiscal Impact Statements (FIS) within the required 24-hour timeline.
  • Review and address DPS Administrative Requests for one-time increases of delegation.

This position is located in Richmond, Virginia and eligible for a hybrid telework schedule (telework up to 2 days/week) after the completion of a Telework Agreement.

Minimum Requirements

  • Extensive knowledge of public procurement policies, regulations, and procedures.
  • Experience analyzing, interpreting, and implementing policies/policy updates, including experience writing reports that provide feedback and recommendations to management.
  • Experience executing highly complex procurements using Requests for Proposals and Invitations for Bids.
  • Extensive knowledge of the entire contract life-cycle, from creation to close-out, including the ability to develop and administrate complex contracts.
  • Considerable experience working with governmental eProcurement platforms.
  • Demonstrated ability to lead complex project teams and improve business processes.
  • Advanced data analysis skills, including data collection, research, and quantitative analysis.
  • Excellent problem identification and problem solving skills.
  • Excellent interpersonal skills, including the ability to promote teamwork, motivate, mentor, and train others.
  • Demonstrated ability to manage time wisely, function independently, and successfully handle multiple priorities in a fast-paced, stressful environment.
  • Excellent communications skills resulting in positive, helpful, effective oral and written communications.
  • Skills with word processing software, spreadsheets, and presentation software.
  • Valid Driver's license (or the ability to attain one within 60 days of hire).

Additional Considerations 

  • Virginia Contracting Officer (VCO) certification. Candidates that do not have this certification will be required to obtain it within one year of hire.
  • Virginia Contracting Master (VCM) certification.
  • Virginia Construction Contracting Officer (VCCO) certification.
  • Certified Public Purchasing Officer (CPPO) and/or Certified Public Purchasing Buyer (CPPB) certification.
  • Experience with Virginia’s legislative process, including review and detailed analysis of proposed legislation.
  • Experience writing Legislative Action Summaries.
  • Experience writing Fiscal Impact Statements related to complex bills.
