The Department of General Services (DGS) Director's Office is hiring for a Program Performance Analyst to assess the effectiveness, value, and needs of DGS programs. The Analyst will use qualitative and quantitative research methods to gather data and provide insights for improvement and success.
DGS is a statewide service agency that supports the mission of state and local governments by delivering quality, cost-effective, timely, safe and secure services for other state agencies, local governments, and citizens. DGS serves as the infrastructure for state government by providing laboratory testing, engineering and architecture services, real estate management, centralized procurement services, vehicle management, and more. The Program Performance Analyst supports this by planning and executing program performance audits and providing feedback and recommendations to DGS management that will enhance the efficiency, effectiveness, and economy of DGS operations.
Job duties include, but are not limited to:
- Evaluate workflows, functions, business unit organizational structures to provide prospective & retrospective reviews on DGS services and develop recommendations that enhance efficiency and effectiveness.
- Research, analyze, and track legislation introduced by the General Assembly to evaluate purpose and impact of legislation and the impact on DGS programs and services.
- Direct and oversee internal process for developing DGS's initiated legislation and response to external legislative initiatives.
- Provide research-based guidance and interpretation to DGS management and program staff on program implementation, policy and procedures, Virginia Code and Acts of Assembly.
- Review contracts to include Memorandums of Understanding (MOU’s), federal, state, and local grants to ensure compliance with applicable laws, regulations, and policies.
- Provide support for meetings to review and study proposed changes to the Code of Virginia related to procurement.
This position is located in Richmond, Virginia and eligible for a hybrid telework schedule (telework up to 2 days/week) after the completion of a Telework Agreement.

Minimum Requirements
- Experience developing and executing program evaluations and process improvements.
- Experience in reviewing organizational processes in highly automated complex, multi-divisional, or multi-agency environments.
- Experience interpreting and analyzing complex business data (financial, contractual, etc.) to conduct fiscal, programmatic, and policy analyses.
- Experience with qualitative and quantitative research analysis.
- Experience writing fiscal impact statements related to complex bills and reviewing and developing legislative recommendations and policy recommendations.
- Experience in reviewing federal, state, and local grants to ensure compliance with applicable laws, regulations, and policies.
- Experience developing position papers and presentations that provide feedback and recommendations to Executive Management.
- Strong written and oral communication skills, including excellent presentation skills.
- Considerable skill in the use of computer software applications including email, word processors, and spreadsheets.

Additional Considerations
- Considerable knowledge of DGS operations.
- Experience with administrative and management practices and policies for governmental departments, agencies, and institutions.
- Knowledge of business practices in multi-disciplinary areas such as laboratory operations, building management, inventory and warehousing, and surplus property.
- Experience with Virginia public procurement policies, regulations, and procedures.
