Job Duties

This is a restricted position, which is solely funded by the Public Water System Supervision Grant. The availability of funding is scheduled for review annually and periodically thereafter (continuous renewal) . Continued employment is contingent on the continued availability of funds.


Responsible for supervising a centralized plan review program, including 2 direct reports. Performs and oversees review of waterworks plans and specifications for conformance with the Waterworks Regulations and issuing of construction permits, operation permits, and description sheets for approved projects. Implements and evaluates performance metrics, improves and documents procedures, and recommends policy changes.

1. Program Management
a. Supervises 2 plan review engineers.
b. Trains plan review engineers.
c. Implements program and individual performance metrics, evaluates performance on a monthly basis, holds staff accountable to performance metrics.
d. Develops, pilots, and implements new or revised procedures to improve the efficiency, reliability, and customer service of the plans review program.
e. Updates the ODW Permit Manual to reflect changes to plan review policies and procedures.
2. Plans Review and Permitting
a. Attends preliminary engineering conferences and provides input on the plan review process.
b. Performs or supervises engineering evaluations of documents prepared by PEs (consulting engineers) for construction/modification of waterworks to ensure compliance with the Virginia Waterworks Regulations.
c. Effectively communicates required changes to submitted documents and ensures a timely response by the design engineer.
d. Drafts construction permits & approval documents for waterworks. Establishes maximum permitted capacities for new or expanded waterworks.
e. Drafts operation permits for new or modified waterworks. Establishes maximum permitted capacities and operating permit conditions.


Minimum Qualifications

Knowledge of sanitary engineering pertaining to drinking water; state and federal laws, rules and regulations governing drinking water; management practices and principles and administrative and supervisory principles
• Experience making sound engineering decisions. Monitor and assess progress and interpret and apply federal and state laws and regulations •Experience creating technical reports
• Strong oral and written communication skills and experience maintaining effective working relationships with internal staff, officials, engineers and other public health groups

Bachelor of Science degree in Civil, Sanitary, Environmental, Chemical, Program Management and/or equivalent work experience/training related to utilities or drinking water, construction

Additional Considerations

Licensure as a Professional Engineer (PE) or Engineer in Training (EIT) in Virginia preferred
