Job Duties

  • Demonstrates an impartial, professional demeanor that advocates health, safety, and quality care to reflect the departments goals.
  • Completes inspections and evaluations to determine the program’s compliance with laws and regulations, and prepares documentation within specified timeframes, per OCCHS guidelines.
    • Conducts 25% of total yearly mandated inspection each quarter.
    • Conduct renewal inspections within 60 days prior to expiration of the license.
    • Completes inspections based on risk to prioritize inspections related to enforcement cases, self-reported incidents, and complaints.
  • Conducts investigations of self-reported incidents, serious injury reports and allegations of illegal operations, utilizing appropriate information gathering techniques, to determine compliance in accordance with Code, regulations, and OCCHS policies and procedures.
  • Updates and maintains case records.
  • Processes licensing applications.
  • Reviews incoming required provider documentation. Examples: licensing applications, applications for registration, and exemption filings. Sends notification of incomplete documentation to the facility.
  • Communicates professionally and respectfully with providers and all community stakeholders to establish rapport and balanced use of authority; respectfully communicates compliance determination information.

Minimum Qualifications

  • Knowledge of developmental, social, emotional, health/medical needs of children served in regulated programs.
  • Skill in working effectively within difficult and hostile situations to provide quick responses and resolve problems.
  • Ability to interpret and apply laws, regulations, policies, and procedures.
  • Ability to communicate effectively with diverse populations, both orally and in writing, and work collaboratively and cooperatively with others.
  • Ability to operate basic office and mobile computer systems/programs.
  • Knowledge of evidence collection practices and analysis techniques.

Additional Considerations

  • Undergraduate degree from an accredited college or university with a major in human services, public administration, child development, or related practice field is preferred or an equivalent combination of education, training and experience is an additional qualification.
  • Experience preparing for or conducting facility licensing inspections.
  • Education or equivalent experience as a program director in child care.
  • Successful completion of fingerprint-based criminal history background check and a valid driver's license.
